Another resident voiced dissatisfaction over the perceived unfairness of the assessment structure, highlighting the financial challenges posed by additional charges for those without direct lake access.
In response, a representative from the Kimble Lake Improvement District explained the necessity of the proposed changes. He emphasized that the increase in assessments was driven by rising costs for treatments against invasive species like milfoil. He clarified that the funds were not intended to create excess reserves but rather to address projected needs, stating, “We have to look out a long ways,” as the assessments made now would only yield funds in future years. He encouraged property owners to participate in annual meetings to voice concerns and vote on decisions, stressing the importance of community involvement in managing lake resources.
The board acknowledged the concerns raised but reiterated its limited authority in directing the LID’s operations. The board’s role was primarily to approve or deny requests based on property owners’ petitions. The ultimate decision-making regarding fund allocation and management rested with the LID board.
Another topic was the introduction of April Risto as the new Brainer branch manager for the Kitami Regional Library. The library’s executive director expressed excitement for Risto’s role, noting her responsibilities would extend beyond the Brainer branch to oversee other regional branches, including Longville and Pine River. Risto expressed gratitude for the warm welcome and the county’s recent 3% funding increase, which she acknowledged as beneficial for the library’s operations.
The meeting also covered several other issues. The board approved a request for proposals (RFP) for transport services following the current provider’s retirement. The county sheriff’s office sought permission to solicit RFPs for a replacement transport program, with submissions due by December 12. A commissioner expressed frustration with the Department of Natural Resources (DNR) actions related to a small lake lacking public access.
