Crow Wing County Commissioners Address Growing Park Usage and Road Management Challenges

Park maintenance and improvements were topics. The county is working on significant trail expansions and upgrades to enhance visitor experiences. For instance, a 2.2-mile trail extension is underway at Milford, including boardwalk construction aimed at providing scenic routes. Similar enhancements are taking place at South Long Lake, with new trails and a planned playground installation in 2026. Efforts to mitigate vandalism, including the installation of solar cameras for remote monitoring, are part of ongoing strategies to maintain park quality.
Furthermore, the meeting addressed innovative maintenance techniques, such as using leaf blowers with ducting to clear trails more efficiently. This method drastically reduced maintenance time.
In tandem with park discussions, the commissioners examined the management of the county’s unpaved roads. A study initiated to explore the feasibility of paving approximately 42 miles of gravel roads was presented. This study, conducted by engineering firm Short Elliot Hendrickson, focused on road conditions, traffic analysis, and the potential benefits of paving. The commissioners debated the necessity of paving, considering community benefits and quality of life improvements, despite the lack of clear economic justification.
The environmental challenges of specific roads, such as Road 36, were highlighted. Vertical changes and running water beneath this road present significant obstacles to paving, despite its importance for connectivity. Dust control measures were also discussed, with plans to secure a contract for 2026 following constituent feedback. Financial constraints were noted, particularly for the Second Assessment District, affecting their ability to implement dust control.
Enforcement of local ordinances, particularly those related to environmental compliance, was another focal point. The county’s enforcement process is primarily complaint-driven. A range of ordinances, including land use and solid waste, guide enforcement actions, often in collaboration with health and community services. The challenges of ensuring compliance while engaging with property owners were detailed, with the process emphasizing support and cooperation over punitive measures.
