Crow Wing County Commissioners Reject Brainerd’s Annexation Proposal Amidst Resident Concerns

Drawing parallels, the commissioner criticized Brainerd’s argument for improvements in sewer and well systems. This perspective led to a decisive motion to deny Brainerd’s annexation proposal, and the board unanimously voted against it.
Following the annexation discussion, the meeting addressed other topics, including a debate over a letter of support for Brainerd Public Utilities’ grant funding. The board was asked to support a $10 million grant for a plant upgrade, which would benefit Brainerd and Baxter residents. Commissioner Barrows presented the resolution details, emphasizing the importance of the plant’s upgrade to meet new environmental standards and support future development. Despite initial concerns about the lack of physical documentation, the board unanimously voted in favor of the resolution, recognizing its potential to alleviate taxpayer burden.
Public comments also addressed concerns about intergovernmental agreements with the county sheriff’s office. Michael Duval urged the board to clarify its stance on these agreements, specifically those introduced to address a budget shortfall for the county jail after Cass County’s withdrawal. Camille Lang, a family practice doctor, expressed concerns about the 287g agreement, citing potential negative impacts on community health and safety due to increased ICE presence. Lang called for public discussion on the agreement’s implications, stressing the necessity of maintaining community trust in law enforcement.
The board then turned to financial matters, including tax forfeiture revenue distributions. The current year’s tax forfeited revenue reached approximately $3.8 million, higher than usual due to a few high-value property sales. A detailed explanation was provided on the statutory apportionment process, which allocates funds to recreation, general, and capital improvement accounts, along with a portion to cities where the properties are located.
Discussions on infrastructure management included the only active ditch in Crow Wing County, Ditch 13. Clarification was sought on previous fund transfers and ongoing assessments for property owners along the ditch. It was explained that maintenance costs are approximately $3,300 annually, with assessments established after the disbandment of the 30 Lakes Watershed.
The board also addressed the incorrect classification of two parcels as tax forfeited in 2001. Efforts are underway to cancel the forfeiture, recognizing these parcels as part of a dedicated road. The need for improved internal processes to manage such discrepancies was acknowledged, noting potential technological advancements to aid in identifying and resolving similar issues in the future.
Additionally, the meeting involved a discussion on first responder coverage changes in the second assessment district, following a request from Ross Lake first responders to separate from Zone 4. The board approved this request, recognizing the benefits for response times in the area.
The meeting concluded with an update from the County Sheriff and County Attorney, who reported no concerns within their departments.
