Cumberland County Board Tackles Tax Liens and Honors Community Contributors
- Meeting Overview:
The Cumberland County Board of Commissioners meeting on November 24, 2025, focused on tax lien issues, tributes to community figures, and updates on public safety and infrastructure. The board discussed strategies to manage 13 properties with outstanding tax liens and honored the contributions of several individuals to the Buena Borough community.
The meeting’s most pressing topic was the discussion on properties with outstanding tax liens, which have long burdened the borough. Thirteen properties faced potential foreclosure due to unpaid taxes, with the taxes owed exceeding their market value. Taxpayers in the borough have been indirectly subsidizing these non-paying property owners, as highlighted by a council member’s statement, “the entire borough […] that pays taxes are paying for these non-paying property owners.” A plan was outlined to foreclose on seven of these properties, transferring them to borough ownership within two months. For the remaining six properties, a tax lien sale was proposed as a financially viable alternative to foreclosure. This strategy could allow these properties to be auctioned with a low minimum bid, potentially as low as $100, to attract buyers and return them to the tax rolls. This approach was seen as important to alleviating financial pressure on compliant taxpayers while facilitating revenue generation for the borough.
Further into the meeting, the board turned its attention to honoring individuals who have made contributions to the community. The session began with a moment of reflection for Anthony Cassadia, a retired municipal authority plant superintendent, and Jerry Marinaci, the Office of Emergency Management officer who had recently passed away. The mayor highlighted Marinaci’s dedication to the borough, particularly his efforts to update policies and communication systems. A participant suggested creating a tribute for Marinaci, which received general support from the council members.
In a celebratory moment, John A. Keenan was recognized upon his retirement after over 23 years as the zoning officer. A proclamation was read to honor his contributions, and Keenan expressed gratitude for the support from colleagues and residents. His colleague, Valerie Zandicator Jones, was specifically mentioned as a source of support during his tenure.
The board also addressed public safety updates, with reports on the activities of the volunteer fire department and police department. The fire department responded to ten calls that month and prepared for the upcoming Christmas Parade and tree lighting. The police department reported 863 calls for service in October, highlighting 306 motor vehicle stops and 17 arrests. Officer Luke Lacawitz was recognized as Officer of the Month for his exemplary service while attending the police academy.
In infrastructure updates, the board received an update on the paving of a road, which was expected to be completed shortly after Thanksgiving. A bond for the project had been approved, paving the way for its timely completion. The consent agenda saw the approval of several resolutions, including appointments and financial amendments, all of which were unanimously supported by the members present.
The meeting also delved into property maintenance issues, with discussions on problematic properties in town. One property on Univa Vista Avenue faced potential court action to compel cleanup. Another property on East Arbor Avenue had resulted in a $12,000 fine for the owner, with the council considering further summonses to ensure compliance. Progress was noted next to Quiry School, where a roof was being constructed, and a structure on East Arctic Avenue had been demolished.
The board considered the need to appoint a new emergency management coordinator following Jerry Marinaci’s passing. Chief Desri was willing to serve in the interim until a permanent appointment could be made in January 2025, pending a resolution to ratify this arrangement.
Recreational activities were also on the agenda, with updates on the Christmas parade and tree lighting, as well as leadership changes in the Buena Little League. Additionally, the Buuna Historic Society planned an event to honor former mayor Gina and Dolores Kari, with the council discussing ways to support and promote the event.
