Cumberland County Commissioners Address $18 Million Bond Guarantee and Immigrant Trust Directive
- Meeting Overview:
The recent meeting of the Cumberland County Board of Commissioners focused on several issues, including the introduction of two new ordinances guaranteeing payment on lease revenue bonds and a passionate discussion regarding the immigrant trust directive.
The board introduced Ordinance 2026-01, authorizing a guarantee for the payment of principal and interest on lease revenue bonds up to $18 million, issued by the Cumberland County Improvement Authority. This move is intended to provide additional security for projects funded through the state. A public hearing is scheduled for February 24, 2026, to allow community input on this ordinance. Similarly, Ordinance 2026-02 was introduced, guaranteeing payment for bonds not exceeding $16 million. Both ordinances aim to bolster financial management without placing undue burden on local resources.
During the public comment section, Sandy Aso from Upper Deerfield Township raised concerns about these ordinances, questioning the implications of county guarantees for projects beyond its jurisdiction. The board clarified that the guarantees are formalities, with the state responsible for payments, thus safeguarding the county’s financial integrity. The clarification also extended to changes in the Office on Aging’s petty cash fund management following a personnel change.
The immigrant trust directive discussion was marked by advocacy from community members, including Shashana Oski and Evian Roupert, who urged the board to adopt a resolution supporting the directive. This directive is designed to limit cooperation between local law enforcement and federal immigration authorities, fostering a safer environment for immigrants. A participant, who identified as an immigration attorney, shared experiences of ICE activity in the area, emphasizing the fear it instills in immigrant communities. They stressed that the directive’s purpose is to build trust between law enforcement and immigrants.
The board also addressed numerous resolutions related to financial management and community development. Resolution 2026-90 stood out for its opposition to the misuse of 911 fees, supporting litigation to recover funds intended for local services. The board unanimously backed this resolution. Additionally, Resolution 2026-91 authorized participation in litigation against proposed PAC regulations.
Further financial discussions included the redemption of a portion of the $64,990,000 county-guaranteed lease revenue bonds from 2018, a topic that sparked gratitude toward Mr. Ridgeway for ensuring compliance with legal requirements. The board also passed resolutions related to grant applications for youth work programs and law enforcement wellness initiatives.
Public safety and community support were also focal points, with discussions on establishing a new independent ambulance service for the county. The initiative aims to enhance emergency response capabilities across multiple townships, with updates expected by mid-March. This effort aligns with the board’s broader strategy to improve local infrastructure and services.
