- Meeting Overview:
The Danvers Conservation Commission convened on November 14, 2024, to address several matters, including the urgent amendment request for the Summer Street culvert replacement project. The meeting saw unanimous support for amendments important to town infrastructure and environmental stability, alongside approvals for Certificates of Compliance for two residential projects.
The most discussion of the meeting revolved around an amendment request for the Summer Street culvert replacement project, presented by the Town of Danvers Engineering Department. The project, spearheaded by Town Engineer Stephen King, aims to replace a deteriorated drainage system that had caused significant disruption, including the closure of Summer Street for several weeks. The urgency of the project was underscored by the necessity to replace a nearly disintegrated corrugated metal pipe, which had unexpectedly exposed issues with a catch basin connection.
The engineering team discovered that a catch basin, initially thought to connect across the street, was directly tied into the compromised drain. This discovery necessitated a redesign of the drainage connections, emphasizing the need for immediate action to prevent further erosion and infrastructure failure. The amendment proposed extending the existing riprap by 50 feet to reinforce the bank near one Lima Street, addressing erosion concerns exacerbated by the current state of the riprap on the northern bank.
During the commission’s examination of the project, the proposed changes were detailed, including the connection of the existing drain pipe to the catch basin and replacing the outlet pipe to align with new elevation requirements. The representative assured the commission of the project’s feasibility, estimating a completion time of approximately three to four days for the primary work, with an additional week for seeding and restoration. Environmental controls, such as catch basin inserts and sediment controls, were confirmed to be in place, despite favorable dry weather conditions.
The meeting included a discussion on the necessity of the project, with one participant highlighting the failure of the existing system and the essential nature of the proposed work. Adjustments to the project were made in response to unexpected complications, a common occurrence in such infrastructural undertakings. A significant change involved reducing the sump depth in the proposed catch basin from four feet to two feet, due to high groundwater levels and the presence of utilities that posed risks of undermining.
The commission concluded this segment of the meeting by closing the public hearing, as there were no public comments, and proceeded to unanimously approve the amended order of conditions for the project. This approval allows the contractor to resume work promptly, addressing the infrastructure needs before adverse weather conditions could exacerbate the situation.
In addition to the Summer Street project, the commission reviewed a request for a Certificate of Compliance for a property on Newbury Street. Represented by Caitlyn White from Hanok Associates, International Cars LTD applied for the certificate following the completion of redevelopment work on their car sales and service facility adjacent to Beaver Brook. The commission conducted a site visit on November 7, confirming the site’s stability and compliance with the established conditions. The commission expressed satisfaction with the facility’s operational status and the site’s cleanliness, resulting in a unanimous vote to issue the certificate, which includes conditions related to stormwater management and maintenance practices.
Another Certificate of Compliance request for a property on Tibbits Avenue was presented by Bob Griffin on behalf of homeowners Michael and Karen Hubard. The house reconstruction project, initiated in 2019, involved a minor deviation where the approved shed was not installed. The project’s pier, constructed in 2022, adhered closely to the approved plan, except for a modification to the float’s separation standard. The commission, having conducted a site visit on October 22, found no issues and unanimously approved the certificate for both the house and pier.
