The commission addressed questions about the reasons behind the non-construction of the addition, which was presumed to be funding-related. Despite this, all other work was completed as approved, including stormwater and pavement installations. The commission confirmed that the site adhered to the initial plans and proceeded to issue the certificate, ensuring that conditions 15, 16, and 17 would remain in effect in perpetuity.
