The meeting also covered other notable points, including the appointment of Tanner Finch as a full-time police officer. The board approved his appointment and an hourly wage of $25.93, acknowledging Finch’s local ties and education at Frontier Regional High School.
Further to the financial discussions, the board approved the abatement of property taxes for 83 to 85 North Main Street and reviewed and approved maximum spending amounts for revolving funds. An appropriation of $100,000 for a reserve fund was authorized, along with the appropriation for the OPEB trust.
On administrative matters, the meeting saw the approval of proposed changes to the town’s Personnel Board bylaws. These changes included language to allow the Town Administrator to designate a representative and redefined the review process and hearings to ensure compliance with state laws. The aim was to create a bylaw that could be easily adapted as state laws change.
The clarification of roles between the Personnel Board and the Select Board in policy development was discussed, stating the need for both boards to be involved in any policy changes. Concerns regarding the costs associated with amending the bylaws were addressed, with an emphasis on removing publication costs to streamline the process.
Additionally, the board discussed a range of articles that would be presented at the town meeting. Article Five involved adjusting the classification and compensation plan by removing the position of EMS Chief from the direct section of the plan, aligning it with existing contracts for similar positions. Article Six addressed the funding for the fiscal year 2024 shortfall for snow and ice removal, indicating that $30,000 from vocational education would be used.
Article Seven dealt with adjustments to payments for overtime in compliance with the Fair Labor Standards Act, acknowledging a miscalculation but noting the amount was less than $400. Article Eight pertained to opioid funds, which had become part of free cash, providing the town with greater spending flexibility. The budget, discussed in Article Nine, was deemed straightforward with most items already included in the warrant.
The 350th anniversary celebration of the town was another focal point. The board mentioned a Time Capsule event, which will see the capsule buried by the Bloody Brook Memorial on May 11th, with an accompanying bench placed nearby. A luncheon at Frontier was also part of the anniversary plans.
Lastly, the meeting touched on a variety of community initiatives, including a citizens petition and updates on the church relish progress, the installation of electric vehicle chargers, and property maintenance. The board entertained the idea of employing baby goats for mowing the front of the property and considered the concept of baby goat yoga.
