Deerfield Select Board Advances Elm Street Project with $1 Million Grant
- Meeting Overview:
During the recent Deerfield Select Board meeting, developments were announced that focused on infrastructure and business initiatives. Foremost was the announcement of a $1 million grant secured for Elm Street, complementing a previous $500,000 grant aimed at complete streets improvements. This funding will support full depth reclamation of the road and essential utility upgrades. The success in securing these funds was attributed to the collaborative efforts of the town planner and the Department of Public Works (DPW) superintendent. The board expressed excitement about the improvements and underscored the importance of qualified staff in obtaining vital financial resources that can propel Deerfield’s development forward.
The meeting also covered the proposed establishment of a new tap room on Bridge Street, which aims to revitalize the downtown area by converting a former bank building into a venue for patrons to enjoy locally produced beverages. The business, with close to 16 years of history in Miller Falls, aims to create a welcoming space with both indoor and outdoor seating. The design includes a flagstone outdoor area with a capacity for six to eight seats, while the indoor space can accommodate 40 to 50 patrons. The board discussed safety measures, such as temporary barriers to delineate the outdoor space, and confirmed that the business is pursuing a state license to serve a full range of alcoholic beverages. The board members unanimously approved the license for the tap room, expressing enthusiasm for its anticipated positive impact on the local economy.
In another development, the board addressed a new transportation initiative involving an agreement with the Pioneer Valley Transit Authority (PVTA) and the South County Senior Center. This initiative aims to replace a previous, inefficient program with a more streamlined service that will provide seniors with transportation to medical appointments and events. The PVTA will supply a van and cover 50% of the related costs, with the program’s effectiveness to be evaluated after one year.
Attention was also given to the Deerfield landfill solar project, where NexAmp has secured the necessary planning and performance bonds. Plans are in place to construct an access road in the fall, with the photovoltaic facility’s construction commencing in the spring. The board approved a minor amendment to the lease agreement with Deerfield Renewables LLC.
The meeting included discussions on the annual town meeting, with a proposal to change its timing to allow for more comprehensive budget planning. This proposed change is intended to facilitate better-informed financial decisions and enhance community participation.
The board also deliberated on several articles for the town meeting warrant. Among these were articles addressing energy and environmental policies, including adopting a stretch energy code, a zero-emission vehicle fleet policy, and a decarbonization resolution. These articles, previously passed over, have garnered the necessary public support to be reconsidered.
Additionally, the board discussed the possibility of offering childcare during town meetings, recognizing its potential to increase attendance and community involvement. They also considered including questions in the upcoming census to gather more insights on what might encourage broader participation in future meetings.
In the realm of capital improvements, the board engaged with requests from various departments, including the police department and the DPW, emphasizing the importance of prudent financial management. They discussed the need to balance repairs with new purchases.
