- Meeting Overview:
The Delanco Town Council approved Ordinance 2024-25, authorizing a pilot agreement with RLS Real Estate, despite objections concerning tax abatements. The ordinance passed with a narrow vote of three in favor and two against, with notable dissent from Mr. Templeton and Mr. Bartlett. Both council members voiced their concerns about the potential impact of tax abatements on the township’s revenues.
The pilot agreement, which stands for “payment in lieu of taxes,” is designed to encourage development by providing tax incentives. However, Mr. Templeton and Mr. Bartlett argued that such agreements could undermine the township’s financial stability by reducing regular tax contributions. Their opposition highlights a broader debate within the council about balancing growth incentives with fiscal responsibility.
In addition to the pilot agreement, the council passed another ordinance related to township code amendments concerning animals. Ordinance 2024-24 was approved with four votes in favor and one against, again with Mr. Templeton dissenting. The amendments drew little public interest, as no comments were made during the public hearing for either ordinance.
Following the ordinance discussions, the meeting addressed community safety and planning issues. Police Chief Tilder provided updates on the department’s activities, including a notable rescue operation during a recent house fire. The chief praised the quick response of Sergeant Maloney and Patrolman Lner, announcing plans to award them Lifesaver Awards in recognition of their actions. This incident underscored the ongoing challenges faced by emergency services, particularly the declining number of volunteer firefighters, which was noted as a national trend.
The council also discussed state environmental regulations proposed by the New Jersey Department of Environmental Protection. These extensive regulations, spanning approximately a thousand pages, aim to address climate change impacts on wetlands and coastal flood hazard areas. With a public comment period ending soon, the council emphasized the importance of community awareness and engagement in shaping these regulations before their anticipated adoption in 2025.
In terms of local events and initiatives, several community activities were highlighted, including a Trunk or Treat event and an outdoor movie screening. The council also announced a flu shot clinic and a drive-thru rabies vaccination clinic for pets. Efforts to enhance civic engagement continued with updates from the history board and the library, which planned various events and activities to foster community involvement.
Moreover, the council addressed ongoing projects, such as the gas line replacement on Delaware Avenue, set to expand to Walnut Street. Discussions included technology upgrades within the township, with new servers and police department equipment being priorities. Environmental concerns were also a topic of interest, particularly the need for litter clean-up in local waterways, with volunteers addressing the issue.
The council meeting concluded with public comments, where residents raised concerns about a traffic study and its implications for the township’s master plan. The study, involving traffic counting equipment, will provide insights crucial for future planning and development. Residents were encouraged to cooperate during emergencies, especially given recent experiences with road closures during the house fire.
