- Meeting Overview:
During the latest Delanco Town Council meeting, discussions centered around the renewal of the town’s insurance program, the necessity of a traffic study amidst rapid development, and the aftermath of recent storm damage that afflicted the community. The council also addressed public safety, environmental concerns, and infrastructure maintenance, while engaging with community feedback on various issues.
The presentation, led by Steve Walsh and Paul Myola, detailed the impact of the reinsurance market, medical cost inflation, and recent statutory regulatory changes spurred by COVID-19 on property insurance costs. Emphasis was placed on the joint insurance fund’s value proposition, which includes safety and risk management training, an environmental management fund, a cyber risk management fund, and efficient claims management. Moreover, the joint insurance fund’s efforts in risk management were highlighted, such as safety programs, loss control visits, and training for employees and management.
The need for a comprehensive traffic study was another key topic, stemming from the town’s rapid development and changing traffic patterns. The proposed study, estimated at $25,000, was deemed essential to develop a meaningful circulation element for the town’s master plan. The study’s benefits, such as addressing traffic issues and garnering support from the county for necessary improvements, were discussed. However, concerns were also raised about the study’s utility, given that many of the town’s major roads fall under county jurisdiction. Opinions varied on the study’s efficacy, with some members questioning its potential impact. The study’s significance for the joint land use board in evaluating individual applications and addressing traffic impact concerns was noted. The council debated the necessity of the study and its role in obtaining grants or easements for road improvements, ultimately requesting an extension to gather more information before voting on the matter.
Following severe storms, council members expressed gratitude for the town’s cleanup efforts and discussed the extensive damage incurred, including fallen trees and damaged signage. The lack of water supply for essential services, such as power washing and tree watering, prompted the council to consider the need for a new water tank.
In response to public concerns, the council discussed several issues, such as road cracks, the conduct of driving schools, and area tree removal. The council addressed the need for increased patrolling, communication with driving schools and the local DMV, and measures to combat speeding, including the possibility of installing a temporary speed bump and a digital speed sign.
The council also touched on various committee updates, including the Sewer Authority’s progress on projects, a resident’s approval to keep hens, and the start of construction at the Waterfront Historic Park. Additionally, the council noted the completion of the trunk line project and the progress at the pump station, as well as the town’s efforts to develop the park, highlighted by a recent photo shoot documenting the construction’s commencement.
A member shared their recent activities, which included attending a funeral and conducting a wedding ceremony, overseeing construction projects, and participating in a Board of Ed meeting where a new principal was introduced. The member expressed concern over the low public attendance at the meeting despite ongoing district concerns.
