- Meeting Overview:
In a recent Delanco School Board meeting, the members grappled with the issue of a budget reduction for the 2024-2025 school year. The District faces the daunting task of reducing spending by almost $900,000 due to a loss of state aid and a decrease in the fund balance from the previous year. The budget update was a focal point of the meeting, drawing considerable discussion regarding the potential impacts and strategies to mitigate them. This financial challenge was closely followed by the board’s deliberations on a proposed roof replacement project, the setting of preschool tuition rates, and the recognition of community and student contributions.
The board outlined the stark financial picture, highlighting a $439,000 reduction in state aid and a $513,000 decrease in the fund balance compared to the prior year. With a tax levy increase of just $142,544 over last year’s levy, which is within the 2% cap, the board faces tough choices. The majority of the budget, close to $4 million out of an $11 million total, is allocated to out-of-district special education placements and tuition for Riverside students. The public hearing for the budget was scheduled for April 24th, where the board anticipated community feedback on the fiscal plan that would directly affect the school district’s operations and services.
The discussions on the budget were not only limited to numbers and figures but also ventured into the broader implications for the community. Concerns were raised about the financial burden on new residents and the overall desire to maintain the quality of education while being fiscally responsible. The board also explored the complexities of state funding formulas, the role of legislative support, and the crucial need for community advocacy for the district’s financial needs.
In tandem with budget considerations, the meeting moved to address the district’s infrastructure, specifically the proposal for a major roof replacement at one of the schools. A detailed presentation by Garrison Architects outlined the steps required for a referendum on the ballot for the roofing project. The board considered a new two-ply modified polymer roof system as a replacement for the deteriorating EPDM roof. The estimated cost for the roofing system was just under a million dollars. Emphasis was placed on the importance of securing state aid, hiring bond counsel, and a financial advisor to effectively communicate the financial impact to taxpayers.
On the educational front, the board tackled the issue of preschool tuition rates, setting them at $2,425 for half-day and $4,000 for full-day programs. The rate adjustment was attributed to investments in the program. Additionally, the board debated the application process for the state-funded 3K program and the strategies to attract students to fill open spots in the preschool program.
Personnel matters were also on the agenda, with discussions surrounding the hiring of a social worker, substitute custodians, and the resignation of a speech teacher and an instructional aide. The board recognized the importance of professional development and considered engaging professional services from external agencies. A proposal to retain a grant writer to pursue funding opportunities for the educational and social needs of the school district was also deliberated.
The meeting featured moments of acknowledgment and celebration, as the board recognized the accomplishments of Delanco students and a notable community member, Jude Spencer, who has the distinction of being the municipality’s first female EMT, firefighter, and police officer. These recognitions were coupled with reports of students sharing their experiences and aspirations, including a group of eighth graders recounting their participation in Engineers Week at Lockheed Martin.
Addressing the board’s internal dynamics, members expressed the need for clarity in the board’s strategic direction and decision-making processes. The suggestion of establishing subcommittees to better address specific issues was raised. Importance was placed on improving communication and publicizing the positive work of the board and the district through social media and other digital platforms.
The meeting concluded with the board’s resolution to explore the NJ 4S program to support student social and emotional learning, and a motion to adjourn into an executive session for a presentation by Superintendent Leonard Fitts.
