Delanco Town Council Discusses 401 Creek Road Development and Traffic Safety Concerns
- Meeting Overview:
The Delanco Town Council meeting held on October 6, 2025, focused on community issues, including the potential development of 401 Creek Road into a senior living community, traffic safety improvements at key intersections, and appeals regarding shade tree decisions impacting local infrastructure. The council also handled routine matters such as financial approvals and personnel policy amendments.
The deliberations surrounding the future of 401 Creek Road were prominent during the meeting. An architect named Charles Gross presented a detailed vision for transforming the site into a senior living community. Gross highlighted the location’s advantages, particularly its proximity to the Field of Dreams Community Park and a neighboring 55-and-older community. He advocated partnering with a developer specializing in tax credit projects to create an age-friendly community without straining local budgets, emphasizing the fiscal responsibility of this approach.
The council engaged in discussions about potential incentives for developers, including the possibility of a Payment in Lieu of Taxes (PILOT) program. Gross mentioned that while some programs might be necessary to attract investment, they could be negotiated to align with the township’s requirements. Resident input on the matter was diverse, with opinions ranging from supporting senior housing to advocating for the land to remain as open space to prevent increased traffic and maintain the township’s original vision for the property.
Traffic safety emerged as another focal point of the meeting, with residents voicing concerns about visibility and speed issues at the intersection of McKayway and Newton’s Landing Boulevard. One resident drew parallels with their experiences in Lumberton, where costly studies had been conducted without resulting in changes. The resident proposed practical solutions, such as more visible signage and a reduced speed limit, to improve safety without resorting to unpermitted solutions like speed bumps.
The council acknowledged these concerns and clarified that traffic signage must comply with the Manual on Uniform Traffic Control Devices (MUTCD). Although black on yellow signs are not permissible for speed limits, advanced warning signs could be considered.
Shade tree appeals were another topic of extensive discussion. The council addressed two appeals, focusing on trees that were affecting utility lines and creating sidewalk hazards. For the appeal involving 210 Peach Tree Lane, the council debated the responsibilities of the homeowner versus the township in removing a problematic tree. After considering input from the town engineer and the homeowner, the council granted the appeal on the condition that the homeowner would bear the cost of removal.
The appeal concerning 41 Emory Way, where a tree had caused significant sidewalk lifting, was resolved more straightforwardly. The council unanimously approved the appeal, citing safety concerns due to the raised sidewalk.
In addition to these discussions, the council addressed routine matters. They approved several resolutions, including municipal budget appropriations and amendments to personnel policies, without further debate. Public comments also touched on topics such as street cleaning schedules and concerns over lead pipes in residential plumbing, with residents seeking clarification and action from the council.
