Delanco Town Council Tackles Affordable Housing Concerns and Flood Prevention Efforts
- Meeting Overview:
The Delanco Town Council meeting addressed issues, including the potential development of affordable housing on recreational land and efforts to update flood prevention measures. The council also discussed infrastructure projects, including field lighting and handicap ramp renovations, and heard concerns from residents about public safety and recreational space.
Affordable housing was a prominent topic, with discussions centered on the Walnut Street School field, a property that could potentially be considered for low- and moderate-income housing. A resident raised concerns about this possibility, citing regulations that might protect the land if designated for recreation in the municipal master plan. There was a particular focus on whether the field’s current designation could be altered to prevent development. Although a deed restriction exists for recreational use, the property remains under the Board of Education’s jurisdiction, complicating any immediate transfer to municipal control. The Township Solicitor was tasked with examining the matter further to ensure the land is protected from being deemed developable for housing.
In tandem with these discussions, Mr. Raymond reported that Delanco is currently well-positioned regarding the state’s affordable housing regulations due to previous planning efforts. While the township appears to be in compliance, the final requirements remain subject to change as they are still being estimated.
Flood prevention was another key issue, with the council considering Ordinance 2024-14 to repeal outdated flood damage prevention measures and adopt new flood hazard maps. The ordinance, which also designates a floodplain administrator, was passed unanimously after a public hearing where no comments were made. The council also touched upon the efficacy of proposed flooding solutions, with some members expressing skepticism over the necessity of certain measures based on an outdated report. The council agreed that further evidence should be gathered to understand the situation fully.
Infrastructure updates were a part of the meeting, with discussions about installing field lighting for recreational areas. The council approved a resolution to purchase the lights and equipment through a cooperative program, expediting the process. The groundwork, including conduit and base installation, is expected to conclude by the end of July, with light poles to follow shortly thereafter. The project aims to utilize preassembled components to minimize disruption during the summer field closure.
The meeting also addressed the Community Development Block Grant for 2020, which allocated $75,000 for handicap ramp construction. However, the funds were insufficient for all proposed projects, leading the council to prioritize which of the 37 proposed ramps to complete. A final decision on the ramps will be made in the next meeting, with approximately 15 ramps expected to be funded under current pricing.
Further infrastructure discussions included updates on the Ash Street project, which is pending state review, and seawall erosion problems, for which the council plans to hold the contractor accountable. The council also discussed the necessity of photo documentation for Zerber Park renovations, with preparations contingent on receiving this documentation.
Public safety concerns were raised, particularly regarding crowd control at community events. A council member noted the importance of planning and adequate law enforcement presence to manage large gatherings effectively. This discussion was informed by recent incidents in other areas and emphasized the need for proactive measures to ensure safety.
Additionally, the council discussed issues with motorbikes and ATVs operating irresponsibly on local paths, particularly at night. A resident urged the community to report such incidents to help law enforcement address the problem effectively.
Administrative updates included a proposal from the township assessor to upgrade software. The police chief also provided a report on May’s activities, highlighting various community engagement efforts such as a movie night and wellness program.
