- Meeting Overview:
In a recent Delanco Town Council meeting, members addressed issues affecting the community, including discussions on flood management initiatives and traffic safety regulations. The council deliberated on appointing a specialized stormwater management engineer and presented a proposal to install duck valves to mitigate flooding. Additionally, the council discussed the implementation of a no U-turn policy at specific intersections to improve traffic safety.
A council member recalled the severe impact of a historic storm in 1958. The ongoing challenges of managing debris and water levels in the creeks and rivers were highlighted, with silt accumulation from streets identified as a significant contributor to overflow issues. The council considered employing an engineer with expertise in stormwater management, specifically for low-lying areas that are most affected.
The issue of bridge flooding was also brought to the table, with the council acknowledging the necessity of collaboration with the Bridge Commission and the County Office of Emergency Management. Duck valves were touted as a potential solution for flood-prone areas, following the success of such an installation at Hickory Street. The council’s discussion on this topic revealed a unanimous understanding of the importance of tackling flood-related problems to safeguard residents and their properties.
Traffic safety emerged as another key topic during the meeting. The Police Chief reported on January statistics for police cases, traffic stops, and accidents, and addressed a resident’s concerns about the risks associated with increased U-turns at specific intersections. The chief recommended altering the township code to ban U-turns at these locations, a suggestion that received support from the committee members. An ordinance to implement this policy is expected to be introduced at the next meeting, with plans to hold a public hearing on the matter. The acknowledgment of the Public Works department’s efforts during recent storms, especially in maintaining safety, was also a point of appreciation.
Infrastructure improvements were discussed, with the Public Works Superintendent noting the necessity for future flood mitigation strategies after the challenges faced during recent weather events. Clearing sidewalks and properties of flooding and debris was a task, and the superintendent emphasized the need for community cooperation in such endeavors.
The township’s development and maintenance plans also featured in the discussions. Township Administrator Mr. Schwab reminded the council of the upcoming budget work session and informed them about a rate increase from New Jersey American Water. He called for input on the new State development plan and shared that bids for Field of Dreams maintenance were under review. A conditional permit for seawall work at Waterfront Park was noted.
Recreation facilities and community programs were not overlooked, with updates on Vine Street Park enhancements and the scheduling of the history board open house. The Recreation Commission’s reorganization and the appointment of officers and advisory board members were confirmed. Council Member Kate Fitzpatrick reported on the seniors’ meeting, the progress of the Sewer Authority’s trunk line project, and the Recreation Commission’s plans, which included improvements to the Vine Street pocket park.
Council Member Michael L. Templeton provided an update on the new flood ordinance, discussed the potential implementation of wireless electronic signs for bridge closures, and emphasized the need for accurate data in determining affordable housing obligations. He also mentioned efforts to enhance public accessibility by live streaming council meetings on YouTube.
Mayor Matt Bartlett discussed the town’s response to recent storms and flooding, and the Fire Commission’s efforts to address staffing and funding challenges. He also noted the significance of community solidarity, evidenced by residents promptly clearing sidewalks after snowstorms.
The council addressed several resolutions, including the appointment of a temporary law enforcement officer and the township police department’s participation in the 1033 program. There was a debate about the wording of Resolution 35 concerning the municipal court prosecutor’s presence during proceedings, with a push to ensure accuracy in the language used.
Lastly, the Recreation grant program’s status was a topic of discussion, with council members weighing whether to pursue a State recreation facility Grant for Vine Street Park improvements or include playground equipment at the Field of Dreams.
