The council addressed the state’s recent addition of three feet to the flood insurance rate map, which necessitates updates to the town’s flood plane ordinances. The discussion revolved around the need for the council to review a draft ordinance and submit it to the state for approval. Council members raised questions about the percentage of the town that would be affected by the new ordinance. There was a clear concern about the potential impact of the ordinance on the community, and members requested a draft copy to thoroughly review before making any decisions.
The Green Team’s community energy master plan was another significant topic, with discussions highlighting the team’s intentions to hire a consultant and assemble a team representing all sectors and departments. The plan aims to reduce energy consumption and emissions, foster renewable energy development, and ensure the participation of low to moderate income households. The overarching goal is to achieve Silver certification by Sustainable Jersey. Although no immediate action was required from the council, the plan is a step towards aligning with the goals of the New Jersey energy master plan Pathway to 2050.
The council also discussed the final plan for a bike trail connecting Notre Dame Park to Del Community Park. The municipality has secured over a million dollars in grants for the project, which is designed to minimize the disturbance of wetlands. The plan includes wayfinding signage and a kiosk for navigation.
In matters of local safety and convenience, the Chief of Police, Jim Mitchell, raised concerns about sight line issues caused by vehicles parked along Chester Avenue during school hours. To ensure the safety of crossing guards and school vehicles, the Chief proposed restricting parking from 7:00 a.m. to 3:00 p.m. on school days. The council discussed the proposal’s impact on residents and considered an engineering evaluation, as well as the issuance of parking permits for those affected. Members showed unanimous support for the restrictions, emphasizing student and resident safety.
Administrative concerns included an update from Township Administrator Joseph Bolina on the Route 130 sanitary sewer bursting project. The bid for the project came in over budget, necessitating a careful reevaluation. Bolina also mentioned the deteriorating sewer lines in Leon, which may require replacements and bond ordinances.
The meeting concluded with a public comment session, which saw no speakers, followed by an executive session to discuss labor negotiations. After resuming the public session, the council confirmed no action would be taken and agreed to adjourn the meeting.
