Delran Town Council Approves Phased Construction Plan for Hunter Glenn Development

The township engineer noted that the improvements needed for building 103 were already in place, making it feasible to proceed with this phase. In contrast, buildings 104 and 105 required more extensive site improvements, including an extension and renovation of Aelia Court.
A proposal to amend the existing resolution was presented, allowing the developers to proceed with building 103 while addressing the engineer’s comments for buildings 104 and 105 at a later date. This phased approach was deemed necessary to ensure compliance and avoid delays in construction. The developers expressed confidence in their ability to request extensions for the approvals already in place, noting that the approvals were valid for two years with the possibility of three one-year extensions if necessary conditions were met.
The council conducted a roll call vote on the motion to amend the resolution, with all members present voting in favor. This decision enables the developers to move forward with building 103 without needing to resolve issues related to buildings 104 and 105 immediately. The council emphasized that the developers would continue collaborating with the township engineer to address outstanding concerns for future phases.
In another significant agenda item, the Delran Zoning Board finalized the appointment of the Plat Law Group as the zoning board solicitor. The decision followed a competitive selection process in which the Plat Law Group was chosen over Raymond Coleman Heinhold LLP. A representative from the Plat Law Group was present during the meeting, while Raymond Coleman Heinhold did not send a representative. The board’s vote resulted in three favoring the Plat Law Group, with one against, and no support for the alternative nominee. Justin Straer, representing the Plat Law Group, expressed gratitude for the appointment.
Additionally, the zoning board addressed a resolution concerning Hail HLE or Holly Properties LLC regarding America’s Tire on Route 130 North. The resolution, designated as ZZ 2026-01, had already been approved, and the board was asked to accept it in written form. This motion passed with unanimous support.
The board also handled applications related to amendments of site plans. One such application from Len LLC on Route 130 South, concerning a minor site plan amendment, was adjourned to the next meeting scheduled for March 19, 2026. This decision was made without requiring further notice.
Furthermore, Hunter Glenn Burke and Burke Management LLC presented an application for a final major site plan concerning phase 4B, section two, at 30001 Route 130 South. James Burns, representing the applicant, clarified that their appearance was primarily to explain the phasing of existing approvals rather than seeking new approvals. Ken Lever, an engineer from Environmental Consulting of Southern New Jersey, provided additional context, explaining that the board had already granted final site plan approval for the development. Lever elaborated on the construction of three buildings, emphasizing that building 103 would be prioritized due to economic considerations and its proximity to a recently constructed building.
