Dennis-Yarmouth School Committee Faces Budget Cuts Amid Reduced State Aid and Override Votes
- Meeting Overview:
At the latest Dennis-Yarmouth Regional School Committee meeting, discussions focused on the district’s 2026-2027 operating budget. The approved budget of $83,748,973 represents a reduced-service budget, which will not maintain the current level of services due to financial constraints. The school committee reduced the proposed budget by $1.4 million, resulting in 13 staff reductions, adding to previous cuts of 33.5 positions two years prior. An operating budget increase of 4.223% was settled upon, although it is smaller than the average increase over the past seven years.
The primary financial burden stems from increased costs in health insurance, out-of-district tuition, and transportation, coupled with a significant reduction in state aid. Health insurance costs are projected to rise over 8%, and out-of-district tuition has steadily increased, demanding more resources. Transportation costs for both regular day and McKin-Vento transportation are also rising, with the latter experiencing a 338% increase.
State aid, a crucial revenue source, is expected to decrease by over $130,000 next year, impacting the budget significantly. In response, the school committee has opted to use $1.3 million from the district’s excess and deficiency fund to support essential areas such as curriculum, facilities, and technology, thereby excluding these expenses from this year’s tax levy.
The budgetary shortfall necessitates overrides in both Dennis and Yarmouth to maintain even the reduced service budget. Should the overrides fail, the district faces additional cuts of $1.1 million in Dennis and $2.2 million in Yarmouth, potentially leading to 37.5 more position eliminations. This would increase class sizes, reduce counseling services, limit extracurricular activities, and constrain academic offerings.
The assessment process between the two towns reveals a complex calculation involving state-determined minimum local contributions and a five-year rolling foundation enrollment. This year, Yarmouth faces a larger assessment increase than Dennis, attributable to a higher increase in its minimum local contribution.
