Destin City Council Tackles Traffic Congestion and Safety with New Initiatives
- Meeting Overview:
The Destin City Council meeting on April 7, 2025, centered on addressing traffic congestion and safety issues, with a particular focus on US98 and Stallman Avenue. The council also discussed the implementation of a smart regions plan, infrastructure funding flexibility, and local economic contributions from livery vessel exceptions.
A presentation by Lindsay Slaughterback, a transportation planner from Kimley Horn, outlined the ECRC’s smart regions plan, specifically targeting the intersection of US98 and Stallman Avenue. This intersection ranks as the second priority for improvements in the region, making it eligible for funding through the Safe Streets and Roads for All grant program. The plan aims to enhance the transportation network’s efficiency and safety, focusing on vulnerable road users, economic growth, resilient infrastructure, and energy efficiency. Slaughterback emphasized the significant congestion issues at US98, particularly at bottlenecks, which this initiative seeks to alleviate.
Complementing this, Jared Wall, a civil engineer from Kimley Horn, proposed technology improvements to address traffic congestion and safety. These included advanced traffic signal capabilities responsive to real-time traffic demands and a queue warning system to prevent rear-end crashes. Wall noted that a portion of congestion stems from incidents, with 112 crashes reported at this intersection over five years, predominantly rear-end collisions. Council members raised concerns about distracted driving, especially due to cell phone use, and asked whether these factors were considered in their studies. The council expressed urgency for effective traffic management solutions, with procurement timelines for necessary equipment expected to take six to nine months.
Continuing with infrastructure discussions, Councilman Bagby raised concerns about the county’s $3 million commitment from the Local Option Sales Tax for planning and infrastructure projects, including an underground tunnel. The funding specifics were flexible, with a required 20-25% match potentially allowing for requests up to $12 million, depending on the applications submitted. The council emphasized proactive engagement with county representatives to ensure effective use of these funds.
The meeting also addressed a vessel exception request from Max Fogerty, who sought an exemption from the moratorium on livery vessels for his 35-foot pontoon, the Destined Party Pontoon. After confirming compliance with parking and other requirements, the council approved the request.
Traffic safety concerns extended to the intersection of Highway 98, where council members discussed potential improvements, including the feasibility of a four-lane setup and closing non-signalized intersections to enhance safety. This conversation included a motion to draft a resolution to close a particularly dangerous intersection, supported by a majority vote.
In other council matters, an Arbor Day proclamation was made, highlighting the environmental significance of true trees over palm trees. Public comments included gratitude for the successful Pooch Palooza event, emphasizing the city’s community engagement efforts. The council also discussed ordinance amendments, including mobile vending regulations and land development code updates.
Lastly, the council addressed park accessibility issues, specifically regarding handicap parking and sidewalk configurations. Debates arose over maintaining existing structures versus upgrading to meet current compliance standards. Additionally, the council directed a study on stormwater management in park areas.
