Detroit Lakes City Council Advances Accessibility and Environmental Initiatives

The Environmental Services Director for Becker County presented a proposal to reduce food waste in landfills through composting. Supported by a grant from the Minnesota Pollution Control Agency, the initiative aims to divert a portion of the county’s waste—25% of which is organic. The program will start by utilizing existing waste collection methods and establishing free community drop-off sites. Additionally, businesses, particularly those involved in tourism, will be engaged to adopt composting practices. The council discussed plans to roll out the program by summer, with an emphasis on educational outreach in local schools.
Another major topic was the proposed rate increase for the American Legion Campground. After initial discussions suggested a possible $50 or $100 hike, the finance committee recommended a $200 increase for the 2025 season. This decision, made to ensure competitiveness with other local campgrounds, was approved unanimously by the council.
The meeting also addressed infrastructure and development projects. The council approved a general obligation water revenue note purchase from the Minnesota Public Finance Authority, valued at approximately $9.88 million, to finance a new water tower. This decision was part of a broader effort to enhance the city’s water infrastructure. Additionally, the council authorized requests for proposals for architectural design services for a new pavilion project, with submissions due in March.
Public safety was another area of focus, with the council adopting the Becker County Hazard Mitigation Plan. This plan aims to address potential natural disasters and enhance community resilience. In the realm of liquor control, while no changes were made to existing ordinances, the council acknowledged ongoing discussions about potential revisions in light of state-level uncertainties.
The council also approved several special event applications, reflecting its support for community engagement. Notably, the Detroit Lakes Regional Chamber of Commerce’s “Art in the Park” event was greenlit, scheduled for July 27, 2025. Additionally, the Holmes Theater’s annual street fair received approval, although discussions about the associated costs of street closures highlighted the complexities of event planning.
Towards the meeting’s conclusion, the city administrator provided an update on the water tower project. The council also celebrated the city’s renewed status as a Bicycle Friendly Community, achieving a bronze level certificate.
Finally, the council announced an open house scheduled for March 4 to discuss the West Lake Drive Phase Three and beachfront improvements. This event will serve as a platform for community input and dialogue.
