Detroit Lakes City Council Approves $2.2 Million Shorewood Drive Improvement Project Amidst Parking Concerns

Residents voiced concerns during the public hearing, advocating for the preservation of the no-parking status to ensure pedestrian and cyclist safety. Jim Schultz, a local resident, emphasized the importance of prioritizing non-motorized traffic, citing the area’s heavy use by children and pedestrians. Leon Sen, another resident, suggested incorporating sidewalks and bike lanes to prevent future disruptions, pointing out that holiday congestion exacerbates parking issues.
The council ultimately decided to proceed without adding parking facilities, aligning with the Public Works Committee’s recommendation. This decision was met with consensus among many residents, who argued that maintaining pedestrian safety should take precedence. The project will be funded through a combination of city funds and the municipal state aid system, with costs shared between the city and adjacent property owners. The assessment process for property owners will involve a seven-year repayment term, with prepayment options available.
In addition to the Shorewood Drive project, the council addressed several other key agenda items. A significant initiative involved the Detroit Lakes Community and Cultural Center (DLCCC), which received approval for a $2.5 million capital campaign. This campaign aims to address infrastructure needs, including pool deck replacements and mechanical system upgrades, with the city committing $500,000 over the next four years.
The council also discussed the Southwood Shore Estates residential subdivision project, which involves extending sewer and water mains to newly developed lots. Special assessments will fund the project, with a unique stormwater management system proposed to improve drainage. Adjustments to the assessment policy were debated, ultimately leading to a decision to share site grading costs between the city and developers, reducing the financial burden on individual lot owners.
An update on the West Drive phase three project highlighted strong community engagement, with around 125 residents attending a public input meeting. The project aims to finalize its scope and move toward design approvals, with construction anticipated in 2026. Additionally, the council discussed cooperative studies on local intersections, emphasizing safety improvements following a recent fatality.
The meeting also covered various management and financial matters, including approving the DLCCC’s annual financial statements and a management services contract extension for the Minnesota Flyers. The council approved a $42,000 contribution from food and beverage tax funds to support the Flyers’ expansion project.
Concerns over community safety were addressed, with a resident highlighting ongoing illegal activities in the city park and urging the council to take action.
