The most notable issue revolved around Zorbas’ request to exceed the allowable signage limits. The proposed signage would have increased the total square footage from 184 to 293 square feet, which city staff initially denied as it did not meet state law requirements. During the meeting, members expressed concerns about the possible implications of granting such a variance, including the risk of excessive signage in the area and its impact on neighborhood character. They noted that if approved, the variance would stay with the property indefinitely, potentially affecting future property owners.
Cole Hansen, representing Zorbas, argued for the necessity of the additional signage, mentioning his significant investment in the property and the need to enhance business visibility. He clarified that while the main sign would be softly backlit with LED lighting, the additional signs would not have added lighting, which he believed would mitigate neighborhood impact. Some council members questioned the necessity of the variance, especially given that no objections were received from neighboring property owners within a 700-foot radius.
Ultimately, the council voted to deny the variance. However, there was a clear consensus on the need to review the existing sign ordinance, with suggestions for the Community Development Committee to take up the issue for future consideration.
Following the signage debate, the council swiftly moved through other agenda items, including the approval of a sculpture installation proposed by Amy Sterns of Project 412. The sculpture, featuring canvasback ducks, is planned for installation along the Overlook, pending weather conditions. This project, already approved by the arts and culture commission and the Park Board, was met with enthusiasm from the council for its contribution to local culture and aesthetics.
Infrastructure projects featured prominently in the meeting discussions. The council approved a preliminary engineering report for the Forest Street improvement project, which involves upgrades to street utilities and parking accommodations. This $2 million project will be partially funded by the city, with a public hearing scheduled for next month. Additionally, the council approved plans for the Heartland Trail trailhead project, which includes installing EV chargers, a park shelter, and other amenities, largely funded by a $400,000 grant from the Minnesota Department of Transportation.
The council also addressed public safety, approving a 20-mile-per-hour school zone speed limit near Lincoln Education Center to ensure student safety. Moreover, they adopted Ordinance Number 528, which amends zoning regulations concerning cannabis businesses.
Unpaid utility bills were another topic of discussion, with properties facing assessments if payments are not made by mid-November. The council approved the assessment roll, which totaled $3,435.41 across 17 properties.
The meeting concluded with several procedural approvals, including the authorization to sell general obligation bonds for various street projects and a reimbursement resolution for the Water Tower project. These financial maneuvers are designed to ensure the city can continue making necessary infrastructure improvements.
