Detroit Lakes Planning Commission Approves Rezoning for New Parking Lot Amid Public Outcry

Concerns were raised about potential disturbances from the parking lot, especially for nearby homes. Residents pointed out that the proximity of the lot to their homes would lead to increased noise, light pollution, and safety issues. They urged the commission to consider adequate screening, such as tall fencing, to mitigate these impacts. Some residents also questioned the necessity of the 44-space parking lot, suggesting it would mainly benefit patrons of Zorbas, a nearby restaurant, rather than serving the broader community.
The commission acknowledged these concerns and discussed the need for screening measures. However, they clarified that the parking lot would be public and not designated specifically for Zorbas. Questions about lighting and parking hours were also addressed, with the commission indicating a willingness to incorporate community feedback into the final plans. Despite the objections, the commission voted to approve the rezoning, with a majority in favor.
In addition to the Summit Avenue rezoning, the commission addressed another significant zoning change, approving the shift of a property on Fortune Avenue from agricultural to light industrial use. This decision was made swiftly, with unanimous support, and will be forwarded to the City Development Committee and the council for further consideration.
The meeting also featured a discussion on the final plat for Southwood Shores Estates, a proposed 28-lot residential development. The commission recommended approval subject to conditions, including obtaining permits and addressing park dedication fees. A trail easement proposed by the developer could reduce these fees by approximately 30%, easing the financial burden on the development team led by John Lowry of Garrick Properties. The commission approved the plat, with the conditions outlined in the staff report.
Additionally, Broadway Welding’s request for a one-year extension on a non-conforming use permit was granted. This extension allows them more time to proceed with a planned addition to their industrial building. The commission recognized the economic challenges faced by Broadway Welding, including a downturn in orders, as justification for the delay in their project. The extension was approved without opposition.
The commission also discussed their role in airport zoning adjustments, noting that variances requested would no longer require airport commission approval. This procedural change aims to streamline the process for handling such requests.
Lastly, the commission tackled changes in the Pelican River Watershed District’s permitting regulations. Concerns arose about perceived reductions in permitting authority, but clarification was provided that while the watershed district would no longer issue permits for activities in the shore impact zone, the commission would need to enforce its own regulations more actively. The commission acknowledged a need for a refresher on these regulations, which have not been enforced in recent years.
