Dighton Board of Selectmen Approves Key Appointments and Discusses Housing Production Plan

The plan set forth four strategies to achieve its goals: reviewing comprehensive permit rules, increasing public outreach, pursuing funding and regulatory changes, and exploring the adaptive reuse of municipally owned land. These strategies aim to enhance housing options while balancing community needs. A planning board member raised concerns about single-family zoning as a barrier to housing production.
Despite the comprehensive nature of the plan, the community survey used to gather feedback was a point of contention. With 202 responses, there were concerns that the survey did not fully represent the town’s diverse demographic and opinion landscape. The board acknowledged that the online promotion of the survey through social media might have skewed the demographics of respondents. Suggestions to improve future outreach included distributing flyers with tax bills to ensure broader coverage.
Participants also highlighted that some survey responses were inappropriate or vulgar, questioning the clarity and substantive nature of the feedback. This led to a broader discussion on the importance of public education regarding housing issues and dispelling misconceptions about housing developments.
The meeting further addressed the non-binding nature of the housing plan, clarifying that it serves as a guideline rather than imposing specific obligations. It helps guide developers on where potential housing developments could occur, but it does not enforce immediate action. The board emphasized the importance of aligning the plan with community expectations before submitting it to the state for approval, which typically takes one to two months.
Other notable discussions included the resignation of Jeff Clementel from the highway department. The board moved swiftly to post the job description for the vacant position, recognizing the urgency in filling the role due to workload demands.
Additionally, the meeting included announcements about upcoming community events, such as the Dighton Lions Club Food Bank and the Pan-Mass Challenge bike ride. The board also addressed administrative matters, including the ratification of the building commissioner’s contract and the tabling of Jason Lawrence’s appointment to the conservation commission due to his absence.
Public input was also sought, with a resident raising concerns about speeding on Lincoln Avenue. The board acknowledged the issue and planned to consult with the police department and highway superintendent regarding the request for stop signs.
