Dighton Board of Selectmen Debates Trash Bag Price Increase and Swap Shed Construction
- Meeting Overview:
The Dighton Board of Selectmen convened recently to tackle issues surrounding trash bag pricing and the construction of a swap shed, both of which are critical to the town’s fiscal and environmental plans.
A significant portion of the meeting focused on the proposal to increase trash bag prices to address a notable deficit in the town’s waste management budget. The current pricing of large trash bags at $2.80 and small bags at $1.40 has failed to cover the full costs of curbside pickup and disposal, leading to a shortfall of approximately $68,000. To mitigate this, the board proposed raising the prices to $3.00 and $1.50 respectively. Despite this adjustment, the deficit would still remain at around $39,028.
The timing of these price changes was another focal point. Members questioned why adjustments were not considered during the October bid assessments, highlighting the procedural steps required before implementation. The board acknowledged its ability to alter prices throughout the year, allowing for more agile financial management. Ultimately, a motion was made to approve the revised pricing, effective January 1, following a presentation to the Board of Health.
Parallel to the trash bag pricing debate, the board also explored the construction of a new swap shed. The discourse centered on whether to use a metal shipping container or a wooden structure for the shed. The practicality of a metal container was highlighted, given the constraints of the location, which includes buried landfill areas that complicate foundation options. Despite concerns about the aesthetics of a metal container, its cost-effectiveness and ease of maintenance were emphasized. The board noted that while sufficient funds were available for a metal option, a wooden shed would necessitate additional fundraising efforts not yet underway. Compliance with the Americans with Disabilities Act (ADA) was also a consideration, with the metal container deemed more feasible for meeting these requirements.
The board decided to postpone the operational date for the swap shed from April 1 to May 1, allowing additional time to finalize plans and secure necessary funding. This delay was deemed necessary to ensure the project aligns with the town’s fiscal capabilities and aesthetic preferences.
In addition to these topics, the board addressed the need for a clear strategy concerning dumpster fees. A regulation concerning these fees was scheduled for a third reading, aimed at imposing costs on dumpster companies rather than residents. Accurate records of waste tonnage were identified as vital for setting fair and effective fees.
The meeting also touched on future planning, with members set to attend the Massachusetts Recycling Conference and Trade Show. This event is expected to provide valuable insights and potential funding opportunities for the town’s projects. The board underscored the importance of keeping the public informed of proposed changes.
