The Taunton River Rail Trail project, another focal point of the meeting, saw the approval of a certificate of compliance. The Commission navigated through discussions on the project’s related bills payable. In a related financial discussion, the Commission grappled with the payment of an outstanding bill from a professional associated with a project, debating the source of funds and whether the work had exceeded the approved amount.
The Commission also fielded queries from property owners seeking guidance on compliance for final occupancy and building permits. A property on Pleasant Street became a case study in the importance of site stabilization, with the Commission withholding permit sign-off until the site achieved 80% coverage. The property owner’s plan to hydro seed and loom the area was discussed, with the Commission suggesting that an email confirmation of these actions might temporarily suffice.
Further illustrating the Commission’s advisory role, the meeting addressed a property owner’s concerns on Horton Street relating to potential additional requirements after completing planned work. The owner’s intent to minimize disturbance to local wildlife and vernal pools led to a discussion on the draft plan, which included provisions for erosion control and planting.
