The most newsworthy element of the recent Dighton Conservation Commission meeting was the public concern raised regarding an advertising mini-billboard placed on town property near the Somerset line. During the public input session, a citizen brought attention to the billboard, questioning its approval and the adherence to conservation restrictions on the land. The commission agreed to take action by sending a letter to the selectmen to inquire about the approval process and to reinforce the conservation restriction on the land. This issue sparked a discussion about the involvement of the Lions Club and the need for clarity on the approval of the sign’s placement.
In addition to addressing the billboard concern, the meeting included discussion on various applications related to wetland delineation, which is critical for environmental conservation and compliance with local regulations. The commission engaged with several applicants who sought confirmation of wetland resources on their properties. In one case, the commission reviewed a report by Beta Group, which recommended that the applicant, New Leaf Dighton Energy Storage, certify the vernal pools on the property before the commission issues the order of resource area delineation (ORAD). The commission decided to continue the application until the applicant meets this requirement.
Similarly, Tyler Ry, representing East Point, demonstrated a willingness to certify the vernal pools upon the commission’s suggestion. The application from East Point seeking confirmation of wetland resources at zero Oak Street was also continued, with the applicant agreeing to fill out another wetland data form in response to peer review.
A project by Grasshopper Solar was put on hold due to issues with stormwater basins. The commission also postponed a decision on an application for the project at 83 3 William Street, requesting additional information from the applicant. During the meeting, a project by LBH Hunters Hill LLC to construct a community center with a parking lot, pool, and sports facilities at Hunters Hill was discussed. The proposed project involved altering approximately 4,000 square feet of isolated vegetated wetland and included a restoration plan with an 8,000 square foot replication area.
The commission also took a formal vote to approve a peer review budget for a project, and they discussed a peer review contract for applications from Antonio Almeida and another for a project at B Farms. Additionally, there was a vote to continue a hearing for a certificate of compliance request from BWC Greenbrook LLC. Members disclosed potential conflicts of interest and deliberated changes to the conservation bylaw, among other routine matters.
The meeting encompassed updates on various ongoing matters, including a request for a continuance for a hearing on County Street. There was also a discussion of an upcoming meeting to review a revised plan for various properties, including Horton Street, William Street, Oak Street, Wheeler Street, Tront, Pleasant Street, Center Street, Hot Street, and Smith Street.
Furthermore, the commission addressed the correction of a Wetland delineation form that did not check off the hydric soil indicator, identified the site as part of an outstanding resource water watershed, and debated the need for further information regarding drainage and the inclusion of a stream in an inrad application.
