- Meeting Overview:
The recent Dighton Stormwater Commission meeting, held on October 16, 2023, tackled issues concerning local development projects, notably halting work on the Brook Street solar project due to an expired conservation permit.
The primary focus of the meeting was the Brook Street solar project, which faced immediate suspension following the revelation that its permit conditions had expired. A representative from the Conservation Commission informed the committee that the necessary renewal was overlooked, leading to a violation of the previous conditional approval granted by the stormwater committee. Without a valid permit, the committee’s approval was void, prompting a cease-work instruction. Machinery and old erosion controls were spotted at the site, suggesting that some preliminary work had begun, although the project engineer was reportedly uninformed of any scheduled activities.
To enforce compliance, the committee contemplated notifying the police department to ensure adherence to the stop-work order.
In another noteworthy topic, the Hunters Hill project received a permit extension, allowing work to continue until December 31, 2028. The committee was briefed on the project’s progress, including erosion control measures and upcoming foundation construction. Collaboration with a wetlands scientist was noted as a key component in enhancing the surrounding wetlands area, reflecting ongoing environmental considerations in development planning.
Attention then turned to the Blue Wave solar project on Tremont Middle Street. Updates were shared regarding the certificate of compliance currently under review by the Conservation Commission. Optimism was expressed that the project could soon conclude its review phase, provided no major engineering issues emerged.
The committee also examined the New Leaf Energy project, anticipated to be among the largest battery storage facilities in the Commonwealth. Concerns were raised about the community’s awareness of the project’s scale and potential opposition, particularly from Rehoboth residents who had previously voiced dissatisfaction with infrastructure developments near their locality. The involvement of National Grid and the complexities of coordinating with the planning board and Conservation Commission were emphasized as the project advanced through regulatory channels.
In other business, the committee deliberated construction concerns associated with a new substation near Rehoboth. Local residents had expressed apprehension about reliability and safety, particularly in relation to battery storage and fire hazards. Despite these concerns, further discussions were deferred until more information became available.
The drainage issue on Sunny’s Way was also addressed. An exploratory dig was conducted to determine utility elevations, yet no connections had been established. The property owner was preparing documentation for a Request for Determination of Applicability.
An unexpected yet engaging agenda item involved the distribution of educational coloring books during an upcoming Arts Festival. The initiative aimed to teach young children about stormwater management through puzzles and a character named Thirst. The project, budgeted at approximately $200, would provide 200 coloring books and crayon packs, utilizing leftover materials from previous events.
