Doral City Council Approves Innovative Software System for Parks and Recreation Modernization
- Meeting Overview:
In a bid to modernize its operations, the Doral City Council has approved the procurement of a new parks and recreation software system from Amelia Technologies USA. This decision reflects the council’s commitment to enhancing community engagement and operational efficiency while addressing outdated systems that no longer meet the city’s evolving needs.
During the meeting, the parks director presented a detailed proposal, highlighting the necessity of replacing the current software, Regra, which has been in use since 2018. The director emphasized that the software, although once the best option available, has become insufficient due to the department’s expansion, including the addition of a gym, cultural center, and aquatic center. The outdated system has been causing inefficiencies, such as manual reservations and errors during peak times, which led to the decision to transition to a more comprehensive solution.
The approved software will consolidate operations into a single system, providing functionalities for program registrations, gym and pool memberships, online facility reservations, and point-of-sale capabilities. A focus was placed on mobile accessibility, as many residents prefer conducting transactions via mobile devices. After evaluating eight vendors, Amelia Technologies emerged as the best option, despite some limitations. The director expressed the department’s readiness to adapt to the new system and highlighted the benefits, including improved registration processes, mobile app access, and enhanced customer insights.
The council also discussed the financial implications, noting that the transition would entail a structured payment plan, starting at a discounted rate and eventually reaching $39,000 annually. The new system will replace the current combined expenditure on Regra and MindBody, promising long-term savings and increased functionality. Additionally, the software’s capability to differentiate between resident and non-resident users and facilitate automated communication for program changes was noted as a critical enhancement for community engagement.
The timeline for implementation was another focal point, with an estimated duration ranging from six months to two and a half years. The developers suggested an eight-month timeline, but with concerted efforts, this could potentially be reduced to six months. The implementation process will involve analyzing business operations, configuring the software, and conducting beta testing with public participation to ensure a smooth transition. The council expressed a preference to avoid migrating existing data due to accuracy concerns, opting for citizens to create new accounts instead.
In other meeting highlights, the council addressed a resolution to waive the competitive bid process for this software procurement. This decision was met with unanimous approval.
The council also considered a significant proposal regarding job opportunities for adults on the autism spectrum. A council member advocated for the establishment of inclusive workforce pathways, urging the city manager to research similar programs across the country. This initiative aims to expand employment options for residents with diverse abilities, promoting inclusivity and leveraging private sector partnerships.
Additionally, Prime Square Doral’s site plan and rezoning requests were approved, paving the way for a new commercial development. This project will include retail, office, and restaurant operations, contributing to the city’s economic growth. The council also voted on several land use amendments, including regulations for golf cart usage and modifications to industrial zoning categories.
