The Finance Director provided insights into the performance of the GGF and the need to explore opportunities for better returns. The market conditions were considered favorable for a possible change, but the Commission was concerned about the market value adjustment (MVA) penalty that could affect the rates of return for new investment options. There was a consensus among the members to seek a more advantageous arrangement for the employees.
Infrastructure was another focal point of the meeting, with the rehabilitation of an inland well being a topic of concern. The Public Utilities director assured that the well’s mechanical failure was the issue at hand, not the water quality, and emphasized the well’s historical importance. The plan includes the replacement of a 10-inch steel casing with a 6-inch stainless steel casing and a pump test to ensure performance. Questions were raised about the viability of the well and the differing bid prices for the project.
Sidewalk maintenance and safety also garnered attention. The Community Development director highlighted the necessity for a pedestrian design standard, especially in downtown areas, to improve walkability and public safety. The Public Services manager updated on the progress of sidewalk repairs, estimating that completion in certain areas could raise the city’s repair percentage to around 40%. The commission discussed the importance of addressing trip and fall hazards and the contentious nature of adding sidewalks in older neighborhoods without them.
A significant portion of the meeting was dedicated to the contract award bid for the construction of pickleball courts at Eagle Scout Park. The project, amounting to $728,516, includes repurposing three tennis courts into ten pickleball courts and installing new sports surfaces, fencing, netting, wind screens, LED lighting, and a connecting sidewalk. Concerns were raised over accessibility, noise disturbances, and the condition of the soccer fields. The staff committed to addressing these issues, including plans to incorporate bike racks and improve soccer field conditions.
Public input highlighted the community’s enthusiasm for the permanent pickleball courts, but also brought up additional considerations such as bathroom expansions, water fountains, and the condition of the Highlander courts. The Parks and Recreation representative addressed these concerns and mentioned the ongoing dialogue with tennis players regarding court improvements.
Finally, the meeting touched upon the upcoming National Safe Boating Week Proclamation and the suggestion to cancel a meeting to attend an event related to it. Updates were provided on the general election candidates and the Citizens Academy dates. A revision to a previous agreement was brought up that required a new vote, which passed unanimously. Commissioners expressed gratitude to firefighters and hospital staff for their assistance after an accident and shared updates on various community events and activities.
