The Dunedin City Commission recently convened to discuss a range of topics important to the community’s well-being and safety. Among the various issues, the most significant was the proposal for a Marina Master Plan aimed at addressing the aging marina facilities’ needs. The plan included discussions on marina infrastructure improvements, such as adjustments to docks, slips, and seawalls, and the implementation of a phased approach to expansion, with a focus on improving safety, accessibility, and environmental compliance.
The commission reviewed the structural condition of the marina’s facilities, determining the need for repairs and replacements. The pilings of the fishing pier were found to be in poor condition, and although the seawalls showed signs of leaking, they were considered to have good life left. The Harbor Master building was described as being in reasonable shape, but attention was required to address corrosion on the underside. The docks were evaluated based on safety and age-related issues, with docks B and C showing similar levels of deterioration, while the Outer Perimeter docks were deemed to be in decent shape.
An in-depth analysis of the marina’s development plan was presented, which included considerations for fixed vs. floating docks and the impact of potential expansions on the environment and permitting processes. Funding sources and grant opportunities to support the project were discussed, highlighting the need for further information on potential funding. The commissioners debated various aspects of the plan, including the suitability of the existing docks for larger vessels, the relocation of the docks, and the need for wave attenuation systems.
There were also concerns about the proposed changes to the Upland Park Green Space and boat trailer parking, with discussions focusing on the safety issues and the need to maintain event space in the park. Additionally, the commission planned to reconvene with Dr. Neely to further consider the needs of boat owners and slip runners in any decisions made. The discussion also touched upon the need for a pump-out station, expanding day docks, providing amenities for boaters, and the availability of gas at the marina.
The commission acknowledged the importance of the project for the city’s infrastructure and the necessity of complying with environmental regulations. However, concerns were raised about the financial implications of the awarded projects, especially considering the large sums involved. There was also debate and clarification sought regarding the lifespan and future regulations related to the wastewater treatment plant outfall pipe project.
In addition to the Marina Master Plan, the commission also discussed proclamations and initiatives aimed at improving community safety and health. The proclamation for Water Safety Month highlighted the importance of water safety education and the statistics of fatal and non-fatal drownings, particularly among children. The commission supported the goals of the safe boating campaign and proclaimed May 18th to May 24th, 2024, as National Safe Boating Week.
Furthermore, the commission recognized the importance of EMS services and proclaimed the 50th anniversary of National EMS Week, with Vice Mayor Frainy presenting the proclamation. The commission expressed appreciation for the EMS team’s dedication and service to the community. June 1st was declared “Paint Dunedin Purple Day for Alzheimer’s” to raise awareness about Alzheimer’s disease and support caregivers. May 2024 was also proclaimed as Older Americans Month, recognizing the contributions of older adults and the impact of social connections on their well-being.
