Safety considerations for the golf cart program were thoroughly examined. The commission recommended the development of targeted educational materials to address individual behaviors, high visibility enforcement campaigns, and the possible hosting of a voluntary golf cart safety course. Additionally, the conversion of golf carts to low-speed vehicles was suggested, with a one-time registration and conversion event at City Hall being proposed to facilitate the process.
The commission also reviewed potential new golf cart crossings in neighborhoods such as M Vista, San Jose, and S Salvador Drive. Some proposed crossings, like the S Salvador Drive crossing, would require a variance due to high traffic volume. Private and public crossing recommendations at Coach Light Way and Hickory Gate Drive were also discussed, with the latter potentially necessitating a traffic signal.
Discussions extended to the broader implications of low-speed vehicles and golf carts in the city, addressing the issue of road access based on the posted speed limit and the possibility of designating specific paths for golf carts in neighborhoods such as Kuru Landing. The commissioners debated the management of vehicle access on a golf course and the differences in speed capabilities between low-speed vehicles and golf carts.
Further, the registration process for golf carts, particularly those that are all-electric, was debated. Concerns about the impact of golf cart rentals on downtown traffic were raised, as well as the need for clear distinctions between low-speed vehicles and golf carts to avoid confusion among residents and visitors.
The meeting also covered a range of other topics, including a budget amendment for fiscal year 2024, the stormwater advisory committee’s continuance, and financial adjustments to various projects. Resolution 24-14, a budget amendment, saw unanimous approval and included increases in the tree bank expense for the Dunedin Golf Course restoration project, expenditures for the purchase of Meridian barriers, and a budget increase for the Highlander Aquatic Complex.
The stormwater advisory committee, represented by Michelle Monaro and Larry, emphasized its critical role in supporting the stormwater division and providing feedback to the commission. The committee’s accomplishments were presented, leading to a unanimous vote in favor of its continuance.
Financial discussions addressed the Water Production well facilities project, the purchase of a wastewater bypass pump, and the projected fund balance for the end of 2024. The importance of the local planning agency’s input was underscored by Jennifer, the city manager, following the cancellation of their meeting due to the absence of a key member.
The swearing-in ceremony for new firefighters also took place, with family members invited to participate and the commission expressing its appreciation for their commitment to serve the community.
The Dunedin Scottish Arts Foundation provided an uplifting update, reporting record attendance and proceeds from the recent Highland Games. Plans for a Celtic Festival and the city’s pipe band’s participation in Scotland competitions, including involvement from local high school students, were shared with enthusiasm by the commission.
