Dunellen Borough Council Approves Bond Ordinance for Local Safety and Emergency Preparedness Initiatives
- Meeting Overview:
In a recent meeting, the Dunellen Borough Council took steps to bolster community safety and emergency preparedness, including the introduction of a bond ordinance for a local safety action plan and the proclamation of September as Emergency Preparedness Month. These initiatives are part of a broader agenda focused on community well-being and proactive measures to ensure public safety.
The council introduced Ordinance 2025-9, a bond ordinance that allocates $546,000 for the development of a local safety action plan, with $518,700 to be financed through bonds. This ordinance is linked to the federally funded Safe Routes for All grant, which aims to improve pedestrian and cyclist safety throughout the borough. The mayor emphasized that the borough would be reimbursed upon the completion of the projects associated with this ordinance. The ordinance is scheduled for a public hearing and potential adoption at the next council meeting.
In line with the council’s focus on safety, September was proclaimed as National Preparedness Month, with an emphasis on readiness for potential disasters. The importance of this initiative was underscored by the recent passage of a resolution for a special emergency appropriation of $175,000 to address damages from severe flooding that occurred on July 13, 2025. The proclamation highlighted the need for residents to establish family preparedness plans, identify evacuation routes, and ensure access to emergency supplies, particularly during the hurricane season in New Jersey, which peaks from mid-August to October.
The council also addressed various resolutions and appointments aimed at improving community services and infrastructure. Among them was the approval of a contract for an efficiency assessment of the finance department, which intends to identify and implement improvements, particularly in collaboration with the tax collector. This resolution aims to enhance the operational efficiency and service delivery of the finance department.
In personnel-related matters, the council authorized the hiring of Marshall Morales as janitorial staff and approved resolutions to appoint new members to the fire department. The council expressed gratitude for the continued volunteer efforts within the community, particularly in the fire department and rescue squad. The council also approved the resignation of crossing guard Diana Milkowitz without opposition.
Further resolutions included the approval of crossing guard wages for the fiscal year 2025-26 and the awarding of a contract for striping the ADA field on Penfield. These measures were unanimously approved.
The council reports section provided updates on various initiatives and ongoing projects. Notably, security upgrades at Borough Hall are being conducted by TK1 Solutions, and a water main installation project is underway, managed by Parsa, to protect the borough’s sewer infrastructure. The recreation department announced upcoming fall sports programs and events, including the annual senior picnic scheduled for September 19. The Department of Public Works reported on routine maintenance activities and the removal of 650 tons of tree branches after a storm.
During the public comment portion of the meeting, a resident raised concerns about parking violations near the intersection of Jackson Avenue and Denellen Avenue. The resident specifically mentioned issues with box trucks and buses obstructing traffic, influencing the need for better signage and markings. The mayor encouraged residents to report any observed violations and noted that the upcoming striping project might address these concerns.
