- Meeting Overview:
The Dunellen Borough Council meeting, led by Mayor Jason Cilento, was marked by discussions on redevelopment projects aimed at revitalizing the downtown area and infrastructure improvements, alongside the swearing-in of new council members and various appointments.
The meeting opened with a tribute to the late former Mayor John Gibney, who served from 1988 to 1992. Mayor Cilento reflected on Gibney’s dedication to Dunellen. Following this tribute, the council focused on a series of redevelopment projects designed to invigorate the borough’s economic health and enhance residential and commercial spaces.
Mayor Cilento outlined several approved projects, emphasizing their role in boosting Dunellen’s tax base and relieving the financial burden on homeowners by increasing commercial property values. Among the highlighted projects was the development on North Avenue, set to replace vacant properties with 33 residential units, including affordable housing, and over 2,000 square feet of commercial space. Another initiative is the North Hamilton project on North Avenue, slated to transform the former bank and rescue squad building into a mixed-use complex with 50 residential units. This project includes provisions for affordable housing and will enable the rescue squad’s relocation. Additional developments include the project at 431-441 North Avenue, which will add 62 residential units with retail space, and the 337 Front Street project introducing eight residential units while maintaining the neighborhood’s character.
A critical component of Dunellen’s redevelopment strategy is the installation of wayfinding signage funded by the New Jersey Department of Transportation Transit Village Grants. These signs will feature QR codes, providing digital maps and directories of local businesses, and historical information about Dunellen. Mayor Cilento expressed enthusiasm for these developments, noting their potential to enhance the borough’s appeal and accessibility.
In addition to redevelopment efforts, the council addressed infrastructure improvements. The modernization of the Dunellen train station was discussed, with an emphasis on enhancing accessibility and supporting the borough’s economic revitalization. The council plans to continue applying for grants to further beautify and modernize the borough, with upcoming projects including the Second Street phase one project, which involves curb and sidewalk replacements, ADA compliant ramps, and improved traffic safety features. The Washington Avenue lighting project will introduce decorative LED lights, contributing to the borough’s aesthetic improvement.
The meeting also recognized community contributors through awards. Margaret “Peg” Lockwood was honored with the 2024 Volunteer Citizen of the Year Award for her extensive volunteer work, including her founding role in the Dunellen Downtown Management Organization. Kathy Wilson received the Lifetime Achievement Award, acknowledging her decades of service in arts and recreation.
The council meeting included the swearing-in of new council members Teresa Albertson and William Scott, administered by Assemblywoman Michelle Matsakis. Council Member Daniel Cole Sigman was elected as the new council president. The hiring of a new police officer, Paul Condit, was also approved, further strengthening the borough’s public safety efforts.
Various resolutions were passed with unanimous support. These included approvals for towing contracts, the appointment of a fund commissioner to the Central Jersey Joint Insurance Fund, and the establishment of a petty cash fund. The appointment of ADP as a third-party provider for payroll and human resources services was also confirmed, alongside the granting of a solicitor’s license to Comcast.
Mayor Cilento emphasized the contributions of community members, business owners, and volunteers, noting that 2024 was the most successful year in terms of redevelopment efforts. Projects like Metro 526 and North Avenue were cited as examples of successful community transformations.
The Parks and Recreation Department’s expansion was noted, with 11 youth programs and three adult programs introduced alongside nine community-wide events. The department’s efforts were supported by 58 volunteer coaches. The Hometown Heroes program honored 112 armed service members, with an increase of 177 more in 2024.
The Fire Department celebrated the reopening of the George W. Hodulik Firehouse after a three-year closure, and the Police Department marked its 100th anniversary with personnel changes and recognition for outstanding contributions. The Department of Public Works reported on road maintenance and beautification projects, while the Dunellen Arts Inclusion and Culture Commission continued its public art initiatives.
