East Bethel Approves Conditional Use Permit for Cannabis Micro Business, Raises Traffic Concerns

A significant portion of the meeting was dedicated to deliberating on a conditional use permit for Happy Earth Products, a cannabis micro business intending to establish operations on Johnson Street Northeast. The applicant, Happy Earthmade Products Hemp LLC, plans to use an existing commercial building in a light industrial zone, where such businesses are conditionally permitted. The state of Minnesota requires cities to allow cannabis operations, and the city council is thus obligated to consider such applications.
During the presentation, it was clarified that the applicant aims to cultivate cannabis and produce consumer products, although no retail component is included in the proposal. Andrew Dunson, representing the business, explained that the business is under contract to purchase the property, contingent on obtaining the necessary approvals, including the conditional use permit. The business plans to focus on wholesale operations, employing around five permanent staff members and temporary workers during harvest cycles.
Security and odor management emerged as key points of concern. Dunson assured the commission that they would adhere to guidelines set by the Office of Cannabis Management. These include extensive surveillance measures and the use of a Variable Refrigerant Flow HVAC system with UV systems and carbon filters to manage odors. Despite security concerns, it was confirmed that fencing is not required as the facility is indoors.
The commission engaged in a discussion, with commissioners expressing a mix of support and opposition. Commissioners acknowledged the legal framework that necessitates permitting compliant businesses, even amidst personal discomfort with cannabis-related operations. Some members emphasized the need for inspections and regulatory oversight to ensure adherence to environmental and safety standards.
The motion to approve the conditional use permit was passed with one noted opposition, allowing Happy Earth Products to proceed with its plans.
In addition to the cannabis business discussion, the commission addressed a proposed residential development on Glenbrook Drive, known as Friday Stable Estates. The plan, submitted by Todd Christensen of MC Land Holdings LLC, involves redeveloping an existing farmstead into eight residential lots. The proposal complies with the zoning ordinance, which guides and zones the property as rural residential.
During the public hearing, residents raised concerns about traffic and the impact of new driveways accessing a county road. One resident highlighted the difficulty of exiting the area during rush hour, citing personal experiences of waiting several minutes for traffic to clear. The commission acknowledged the potential increase in traffic and discussed the necessity of county approval for driveways.
This review, referred to as “minram,” will establish wetland buffer widths, while stormwater management will be addressed during the preliminary plat phase.
The commission approved the concept plan, contingent on the lot widths on the west side being brought up to code. This approval will advance to the city council meeting scheduled for February 9.
The meeting concluded with updates on city personnel changes, including the hiring of a new city planner expected to start in mid-February. The new planner is anticipated to play a role in future planning initiatives, signaling changes in the planning department’s dynamics. Additionally, discussions touched upon the recent hiring of a seasonal snowplow operator and the acquisition of a forestry mulching head, both seen as valuable assets for the city’s operations.
