Attention then shifted to a conditional use permit (CUP) request for Boat World, located at 21125 Highway 65 Northeast. The property, unlike its neighboring parcel, does not have a legal non-conforming designation. Previous support for the CUP came from a Planning Commission vote that recommended approval with the condition of screening the area, but the Council needed to review this.
The council debated the CUP’s implications, particularly concerning its permanence and potential complications if the property were sold in the future. One council member emphasized the need to consider an interim use permit (IUP) instead, as it would expire upon the sale of the property, providing the city with more control. The legal distinction was clarified, highlighting that a CUP continues under new ownership, whereas an IUP does not. There was also discussion about adding conditions to the CUP to restrict storage to marine products.
Crumpler, representing Boat World, presented a map detailing the proposed fenced area, and the council discussed the screening requirements. The council questioned the practicality of exterior storage concerning public safety and emergency vehicle access, emphasizing the importance of maintaining safety standards.
A motion to approve the resolution for the CUP with the condition that storage be limited to marine products was made and seconded. The council unanimously approved the motion, allowing Boat World to proceed with its expansion plans.
The council also addressed abatement issues, focusing on the clarity and accuracy of communication with residents involved in abatement matters. One member stressed the importance of timely and clear communication, especially for those who have been non-compliant in the past. The broader discussion highlighted the need for proactive measures to prevent repeated violations, though specific enforcement methods were not fully resolved.
The report suggested that residential taxpayers might see relief in 2025 due to flat housing sales and dropping prices.
Recent storm damage on 221st Avenue and the need for cleanup were also discussed. The storm was referred to as an “act of God,” affecting the proceedings.
