East Bethel Planning Commission Backs Variances and Permits Amid Resignations and New Plans

Joseph Belch further clarified his intentions, outlining how the current garage limitations necessitated the expansion. The planning commission engaged in a detailed examination of variance standards, focusing on the property’s unique characteristics. Despite the challenges posed by setbacks and spatial constraints, the commission ultimately recommended approval, recognizing the practical difficulties and community support for the proposal.
Equally significant was the commission’s discussion surrounding conditional use permits for cannabis-related businesses. A notable application came from Britney S., owner of the proposed 5D Dispensary. Britney presented her business plan for a retail-only dispensary, emphasizing a wellness-oriented, stigma-free approach with prepackaged products. The commission evaluated the operational aspects and compliance with zoning requirements, ultimately recommending approval of the CUP to the city council. This approval, while a step forward, does not guarantee state licensing.
The meeting also addressed a CUP for the Smoke Saloon, a business seeking to continue selling lower potency hemp edibles under new licensing requirements. Surrounding property owner Bruce Lawrence voiced concerns regarding the restrictive 1,000-foot buffer zone ordinance, which he argued stifles competition and limits economic opportunities. Despite these concerns, the commission found that the Smoke Saloon met all necessary conditions and recommended approval of its CUP as well.
Another focal point was the introduction of a site plan review for AMBA East Bethel Commercial. The proposal outlined a multi-tenant development including a daycare and retail spaces. While the project adhered to architectural and landscaping standards, the presence of unaccounted wetlands prompted a recommendation for further environmental review. The commission supported the site plan, contingent on addressing these conditions.
In addition to these agenda items, the meeting acknowledged Tanner Balfany’s resignation from the Planning Commission. Citing personal time constraints, Balfany’s departure concludes a 15-year tenure. His contributions were recognized, and a motion to accept his resignation passed unanimously. The commission also noted the resignation of a city staff member and the ongoing search for a senior city planner.
