East Grand Forks School Board Tackles Student Support Challenges with New Interventionist Proposal
- Meeting Overview:
In a recent meeting, the East Grand Forks Public School Board focused on addressing the increasing need for student support within the district. The board discussed the implementation of behavior interventionists and reading specialists aimed at reducing special education referrals and behavior issues, while emphasizing the need for accountability and effective intervention strategies.
The most pressing topic at the meeting was the proposed hiring of behavior interventionists to support students in K-12 settings. The plan aims to reduce behavior referrals, which, although slightly decreased from the previous year, remain a concern. The interventionists would not only manage discipline but also focus on social-emotional education, suspension processes, and restorative practices. The district plans to hire one interventionist this year and add two reading specialists next year.
Funding for these positions is based on state aid, following the special education formula, with a reimbursement rate historically ranging from 55 to 61 percent. The district can include unused funds from this year in the next year’s budget without losing access to reimbursement. The estimated cost for two behavior specialists is around $182,000, with a net district cost of approximately $73,000 after reimbursement. The addition of reading specialists in the second year would increase costs to about $145,600.
Throughout the discussion, there was an emphasis on the urgency of submitting the funding application to the Minnesota Department of Education. Delays could impact the district’s ability to access these essential funds. Finding qualified candidates for the new positions was acknowledged as a challenge.
There was considerable debate about the accountability of the intervention strategies, with assurances that funding would be provided regardless of outcomes. However, it was emphasized that the district might not reapply for funds if the interventions do not meet expectations. Accountability and data-driven outcomes were highlighted as crucial in ensuring the effectiveness of these roles.
In addition to the interventionist proposal, the board discussed Alternative Delivery of Specialized Instruction (ADSI) funds. These funds are intended to support early academic and behavioral interventions in general education through multi-tiered support systems. Optimism was expressed about accessing these funds effectively, drawing lessons from past implementation challenges.
The superintendent’s report provided an overview of ongoing activities, including staff training sessions and open houses. The audit process is underway, with a presentation expected in November. Preliminary findings suggest that current processes are in order. The superintendent also discussed a late resignation and efforts to fill the vacancy, as well as anticipation regarding student enrollment.
Rob from Nexus shared plans for an upcoming engagement with staff to identify educational pinch points. The exercise aims to gather common themes to improve the educational experience, with a long-term goal of developing a plan involving community and stakeholders. Rob requested the board’s assistance in identifying community leaders for early involvement in the planning process to foster support for future initiatives.
In other business, the board approved the acceptance of donations totaling $6,572.52 from the East Grand Forks boosters. These donations will support various school programs, including baseball, cheerleading, girls’ golf, and tennis. The board expressed gratitude for the contributions.
The meeting concluded with the approval of K-12 bills totaling over $447,000 and brief comments from board members. Members expressed support for the upcoming school year and acknowledged the efforts of staff and administration. Negotiations were mentioned as ongoing, with updates shared but no formal decisions reached.
