Additionally, the report mentioned the commencement of the design process for the fiber to the home project with Whip City Fiber Westfield Gas and Electric. The Town Manager informed the council about the ongoing interview process for the positions of planning director and Human Resources Director. Furthermore, the meeting touched upon the School Building Committee’s decision to submit the new high school’s detailed design to the Massachusetts School Building Authority.
In terms of infrastructure, the council took interest in a proposed sidewalk project on Chestnut Street, deliberating on its inclusion in the town’s plan and discussing the prioritization and safety of such projects.
Licensing matters presented at the meeting included the approval of a one-day liquor license for the Masonic temple for an upcoming graduation party and the deferral of a similar license for the East Village Tavern. A significant change in the Shaker Bowl’s liquor license application prompted debate; the establishment sought to serve alcohol starting at 8:00 am to accommodate special events and tournaments. Despite initial concerns regarding the suitability of early alcohol service in a family-friendly setting, the council approved the change, with a modification to Sunday opening hours.
The meeting proceeded with the approval of 2024 common victualer licenses for local businesses. This process involved reviewing the businesses’ compliance with the Board of Health’s regulations, which concluded without further discussion.
Financial matters received considerable attention. The council examined the budget review process, highlighting the need for adjustments in light of potential shifts in the state budget. The draft budget aimed to control the increase in budget percentages from previous years while prioritizing capital expenditures. The council also engaged in discussions related to the acceptance of Chapter 90 funding, handling of American Rescue Plan Act funds, and the rescinding of certain bond authorizations.
The potential purchase of real property on North Main Street was addressed through a motion to enter executive session to consider the acquisition. The council subsequently directed the town manager to proceed with the property’s acquisition for a specified amount, emphasizing the significance of this development for the town.
In addition to these topics, various upcoming events were announced, including an Earth Day celebration, a public forum for the high school project, and a benefits fair open enrollment. The council also approved the appointment and swearing-in of Hayden Smith as a member of the board of assessors, with the waiver of the council’s remaining veto period for the appointment.
