The council commenced with a report from the Town Manager Thomas D. Christensen, detailing the hiring of a new planning director, updates on the new high school project, the Public Library’s strategic plan, and the Council on Aging’s strategic plan. The Town Manager also mentioned the receipt of funding from the gaming commission and upcoming town events.
A public hearing captured the council’s attention as they proposed a bylaw amendment regarding the oath of office for assessors. The amendment sought to change the time requirement for certification from within two years of appointment to within one year, in line with the Department of Revenue Division of Local Services Assessment Administration course requirements.
The council then turned to licensing matters, approving a one-day liquor license for the East Village Tavern in conjunction with the East Longmeadow Rotary Club 4th of July Carnival, as well as for St. Paul the Apostle Church and the East Longmeadow High School class reunion. Moreover, the council granted an entertainment license to Brew Practitioners, which included a debate over the conditions of the permit, especially with regard to the type of entertainment and number of performers allowed.
Financial matters followed, with discussions and approvals of fund transfers, including the release of unused American Rescue Plan funds and allocations to the Cultural Council and Historical Commission. The Cultural Council explained the use of funds for the Arts Brew Festival and other community events, while the Historical Commission detailed their need for a new tent for historical events.
The council also conducted a debate over the historical commission’s needs, eventually approving a transfer of $225,000 from the fire department to support the commission’s activities. Additionally, the establishment of a municipal building rental revolving fund for building maintenance and the allocation of additional roadway funding were approved.
In a motion that touched on the town’s fiscal strategy, the council agreed to accept the provisions of Massachusetts General Law chapter 44 section 54b, permitting town trust funds to be invested under the Massachusetts prudent investor Act. This was followed by unanimous approval for the Town Manager to sign a five-year extension contract with the Springfield Water and Sewer Commission for the water supply agreement and to authorize a lease in excess of three years.
