East Longmeadow Planning Board Approves Veterans Memorial Alterations Amid Rising Costs
- Meeting Overview:
The East Longmeadow Planning Board held a meeting on March 4, 2025, during which they approved minor alterations to the Veterans Memorial on North Main Street due to budgetary constraints, discussed an amendment to a special permit for Tals Asian Cuisine, and addressed concerns about vehicle sales on residential properties, among other matters.
The most prominent item on the agenda was the approval of a site plan review waiver for minor alterations to the Veterans Memorial. Kevin Ro of Ro Architecture, along with members of the committee, presented the proposal. They explained that the memorial’s initial design required adjustments due to rising costs and budget constraints. The revision involved a modest reduction in the scope, notably the tree-lined arcade, while maintaining the core elements such as the arrangement of flags and memorial stones. Ro emphasized the continued commitment to honoring veterans by stating, “We still maintain a line of 10 flags on nine poles.” The memorial would feature a central battle cross, benches, and a primary stone facing Main Street, adorned with plaques commemorating those involved in its establishment.
The presentation underscored the importance of maintaining the memorial’s dignity while adapting to financial and logistical realities. Ro expressed optimism about their fundraising progress, noting they were “on the 10-yard line” despite challenges, including the pandemic. Significant fundraising achievements were acknowledged, including a recent $125,000 grant. The board members expressed their support for the amended proposal, leading to a unanimous approval of the motion.
In another significant matter, the board addressed a request to amend several special permits related to a change of ownership for Tals Asian Cuisine on Park Avenue. Represented by Attorney Mike Fenton, the new owners, dnw Asian Cuisine Inc., sought to transfer the existing special permit, which was tied to the previous owners. Fenton assured the board that there would be no changes to the site plan or operational use, and the new owner intended to maintain the restaurant’s established culinary tradition. The public hearing on this case proceeded without comments, leading to a swift closure.
The board reviewed specific conditions associated with the special permit amendment, including that any future change in ownership would necessitate another amendment, and previous permits would become void. The conditions also specified that no additional seating would be allowed, and any plan alterations would require board consultation. Operating hours were outlined, with the kitchen closing earlier to allow for customer departure. The board retained the right to review and potentially revoke the permit if neighborhood detriment or serious complaints arose. A motion to adopt the presented conditions was approved unanimously, as was the overall approval of the special permit as amended.
Attention then turned to concerns regarding vehicle sales on residential properties. A board member raised the issue of unsold vehicles impacting neighborhood aesthetics. Research was conducted on state law, leading to a board consensus to explore potential regulations on the frequency of vehicle sales per year.
Additionally, the board announced grant funding from the state for a comprehensive zoning bylaw review. A contract with a consulting firm was signed to assist in aligning this work with the ongoing town bylaw review committee efforts. Upcoming meetings and hearings were announced, including a special permit hearing for an orthopedic specialist office and a zoning hearing regarding massage therapy use, as well as an assisted living facilities hearing scheduled for later in March.
