East Longmeadow Planning Board Approves Zoning Bylaw Changes Amid Vehicle Sale Discussions

During the public hearing, a licensed massage therapist expressed concerns about how the changes would impact enforcement against unlicensed businesses. The planning director reassured attendees that, like other regulated entities, massage therapy businesses would be subject to state licensing requirements, with the town maintaining oversight to ensure compliance.
Another focal point of the meeting was the regulation of vehicle sales on private property. The board deliberated over potential amendments to Article Three, Section 3.3 of the zoning bylaw to include specific conditions for private vehicle sales. The regulations proposed that sales should be limited to vehicles legally owned by the property owner or tenant, featuring a “for sale” sign, and restricted to a 21-day posting period. Additionally, only one vehicle could be for sale at any time, with a cap of two vehicles per property per year. Selling more than three vehicles annually would require a class 2 dealer license, following guidelines from the RMV. There was considerable discussion about whether these regulations would adequately differentiate between residential and commercial activities, especially in cases where properties designated for other uses, such as restaurants, were involved in vehicle sales.
The board also addressed appointments to the design review committee. Dawn Starks and John Power were appointed, bringing experience in local governance and engineering, respectively. Starks emphasized the need for balancing aesthetic considerations with practical business requirements, referencing her involvement in past town projects. The board expressed approval of both candidates’ qualifications.
In addition to these discussions, the board considered updates from the planning department, focusing on zoning enforcement. After a six-month gap without a zoning enforcement officer, there were concerns about oversight. The board recognized the need for improved enforcement. The meeting also covered upcoming projects, including zoning amendments allowing assisted living facilities in the industrial garden park district and a sidewalk project on Westwood Avenue funded by a $450,000 complete streets grant. This project intends to improve pedestrian safety by connecting existing sidewalks with a new path that includes a retaining wall to accommodate the area’s topography.
Furthermore, the planning department plans to conduct a survey to identify problem areas along town roadways, seeking resident input on traffic, repairs, and pedestrian and bicycle infrastructure. This survey, available in online and paper formats, will assist in grant applications and focus on addressing community concerns.
Lastly, the board discussed a comprehensive zoning bylaw review, with efforts underway to engage consultants for an in-depth analysis. Funded by a $70,000 grant, this project aims to ensure the town’s regulations are effective and up-to-date, with one proposal already submitted.
