Edina School Board Approves Language Access Plan to Bridge Communication Gaps for Multilingual Families
- Meeting Overview:
The Edina School Board recently convened to address several matters, with the approval of a new language access plan emerging as a focal point of the meeting. This plan aims to enhance communication with multilingual families across the district by providing essential information in languages they understand, thus fostering better engagement and understanding between the school and its diverse community.
The language access plan, mandated by the state of Minnesota to be implemented by the 2025-2026 school year, was presented by Dr. Franny Peak, director of achievement equity and multilingual learner programming. It is structured to eliminate communication barriers by ensuring families receive crucial educational information in their home language. The plan includes tools like a texting application called “Talking Points,” which allows messages between teachers and families to be translated, and provisions on the district’s website to switch content languages.
Dr. Peak emphasized compliance with federal and state requirements, including the provision of interpreters for important meetings. The plan outlines a process initiated through a language survey during school enrollment to identify families’ preferred communication languages. This survey helps avoid assumptions based on accents or other indicators.
During the meeting, it was noted that while artificial intelligence can assist with general translations, certified translation services are necessary for vital documents, such as Individualized Education Programs (IEPs). The district employs two certified interpreters and relies on external services for translation.
Board members, including Director Barry, expressed their appreciation for the plan. Concerns were raised about families’ reluctance to disclose their language preferences on registration forms, particularly due to societal issues. The board emphasized the need for clear communication about the purpose of collecting this information to foster trust and encourage sharing.
The meeting also involved discussions on the role of multilingual teachers and front office staff in building relationships with families to better understand and meet their needs. Training for staff on using interpretation and translation tools was highlighted, with admin deans responsible for ensuring staff are well-versed in these resources.
Metrics for evaluating the use of language services were also discussed. The district uses a system called “Language Line” to track utilization, reporting an upward trend in usage since the introduction of video remote interpretation, reflecting increased staff awareness of available resources.
In addition to the language access plan, the meeting featured a presentation on the newly renamed EDINA Resource Night for multilingual families, an evolution from the previous technology night. Cultural liaisons highlighted the event’s role in addressing cultural barriers for Somali and Latino families and the strategic plan’s objective to bridge cultural gaps. The event now includes resources from various community programs, emphasizing personal communication methods like phone calls to ensure effective outreach.
The Edina Education Fund’s role in supporting the district was also highlighted. Executive Director Kathy Rendleman detailed the fund’s mission to enhance educational experiences beyond traditional funding. The fund recently established a tutoring program at Valley View Middle School, focusing on literacy, with plans to expand. The fund raised over $384,511 last year, contributing to mental health, wellness, and literacy initiatives.
The board outlined its goals for literacy, STEAM, and mental health for the current year. A notable allocation included $80,000 for benevolence, allowing students up to 12 therapy sessions, and $40,000 for social-emotional learning initiatives.
Policy discussions centered on updates to align with state mandates, including a new policy on online learning reflecting recent legal changes in Minnesota. The board approved several policies, with no objections, and discussed the implementation of a library materials review committee.
