Edison Zoning Board Approves Key Variances for ADA-Compliant Home Addition
- Meeting Overview:
In a special meeting on March 31, 2026, the Edison Zoning Board of Adjustment approved a variance for a residential project aimed at modifying an existing home to accommodate elderly parents with mobility challenges. The meeting also addressed other zoning requests, including the construction of an attached garage on Bernard Street, both of which received unanimous approval from the board.
The most substantial discussion of the evening centered on Case Z1, 2026, concerning the Ronach Park residence on Livingston Avenue. The applicant sought use variances to construct a second-story addition to accommodate ADA-compliant modifications for the elderly parents of the homeowner, one of whom is a cancer survivor with significant mobility issues. The property is located in the RA zone, where the maximum floor area ratio (FAR) allowed is 25%, but the proposed addition would increase it to 29.8%.
Tim Little, the applicant’s attorney, presented the case, emphasizing the necessity of the variance to provide a suitable living environment for the applicant’s parents. Sheetel Periq, a property owner and occupational therapist, testified about the health complexities facing her father, including neuropathy, which necessitates special living arrangements. Periq plans to relocate a bedroom and kitchen to the lower level of their bi-level home.
Architect Ronald Kazmarski further elaborated on the design, confirming that the renovations aimed to create an accessible kitchen, dining area, family room, bathroom, and bedroom on the lower level, specifically for the applicant’s parents. He clarified that the house’s adjustments would allow for adequate family space, including home office and therapy rooms, while meeting legal requirements for the requested variance.
The applicant’s professional planner, Paul Fletcher, provided insight into the legal standards for the D4 variance, focusing on the floor area ratio. Fletcher assured the board that the modifications would not detract from the neighborhood’s character or lead to adverse impacts, noting that many homes in Edison feature similar characteristics.
During the public comment period, numerous neighbors expressed support for the project, highlighting the close-knit community and the importance of accommodating the applicant’s parents. Sachin Gupta, a resident of 60 Livingston Avenue, praised the quality of the neighborhood and advocated for the approval, while Kiran Ready emphasized the modifications’ significance for the elderly parents. AJ Bombry, another local resident, reinforced the community’s support, emphasizing that the changes would enhance the home without diminishing neighborhood aesthetics.
The board, taking into account the strong community backing and the case presented, unanimously approved the variance with conditions. These conditions included ensuring the first-floor bathroom’s handicap accessibility and installing a permanent ramp in the garage.
Following this decision, the board addressed another application presented by Solomon Afua for the construction of an attached garage on Bernard Street. The project required several bulk variances for setbacks, which were explained by the applicant. He highlighted the practical advantages of an attached garage, particularly during inclement weather, and mentioned existing similar structures in the neighborhood.
After inviting public comments and receiving no opposition, the board approved the application, recognizing the minimal nature of the request and its potential to enhance the neighborhood. The board’s actions throughout the meeting illustrated a careful balance between accommodating individual family needs and adhering to zoning regulations.
