- Meeting Overview:
In a recent session, Elmwood Park Borough Council introduced an ordinance to reduce the number of dispensary licenses, sparking a debate on the impact of cannabis revenue on the town’s financial health. This development was part of a broader discussion on budgetary matters, which also included a contentious amendment to the 2024 Municipal budget, driven by the need to address a significant tax levy increase and emergency public safety expenditures from the previous year.
The reduction of dispensary licenses was a central topic, with members of the council expressing differing views on the matter. One side argued that the potential loss of revenue from cannabis businesses could harm the town, especially in light of the recent budget considerations. Another perspective considered the concentration of four dispensaries within a quarter-mile as excessive, advocating for a reduction in licenses. The motion to table the ordinance led to a tied vote, which the mayor resolved by casting the deciding vote, allowing the ordinance to be introduced.
The budget amendment was described as a technical adjustment, permitting the movement of an expense from within the appropriation cap to outside of it. During the budget discussions, the council reviewed the results from the 2023 fiscal year, noting positive collection rates and reserve balances. However, the challenges were apparent, with a notable increase in the budget attributed to emergency expenditures for public safety issues from the previous year. With debt service on the rise and the use of surplus funds in question, the tax levy was set to increase by approximately 133%. The budget amendment was passed amidst some confusion over the adoption process and the requirements for advertising the amendment.
Further, the council discussed ordinances on first reading that included setting the salary and compensation for borough officers and employees in 2024 and amendments to general ordinances relating to licensing and business regulations. These discussions again pivoted back to the budget implications and the need for fiscal prudence.
In other developments, the council approved the hiring of entry-level police officer Kevin Wilkins, who was sworn in at the meeting, and the introduction of two handicap parking spaces. Amendments to resolutions and the consent agenda were also approved without debate.
The council reports featured a variety of updates on community events and initiatives. These included the adult volleyball program, the spray park opening, and the youth recognition luncheon. The Elmwood Park Police Department’s upcoming self-defense seminar and the rabies clinic organized by the Board of Health were mentioned. Contributions to the Veterans memorial and a scholarship program by the homeowners association were highlighted. Officer Jimmy Rivera was congratulated on his fighting championship victory, and the council acknowledged a town cleanup effort supported by local volunteers and the police.
A debate arose regarding the resolution for a Pride flag-raising ceremony, with concerns over the positioning of the American flag and legal advice leading to a discussion about potentially rescinding the resolution. Despite these concerns, the councilman requested guidance to ensure the planned events for Pride celebrations could proceed as intended.
The council members also addressed the importance of enhanced promotion for the Memorial Day parade. The mayor took the opportunity to commend the council for their unity in organizing the successful Spring Festival and Community Day.
A member of the public raised questions regarding the tax status of unoccupied buildings, posing concerns about the potential need for borrowing to balance the budget. The council also addressed inquiries about the classification of cannabis licenses and the impact of tax increases on residents.
