- Meeting Overview:
The Emerson Borough Council convened on September 3, 2024, to address several issues, including the potential improvement of the Broadway path for safer pedestrian access, the application for a Spotted Lanternfly Grant, and updates to various municipal ordinances.
A significant portion of the meeting focused on the ongoing discussion about the Broadway path, a route frequently used by residents, especially families with small children, to access local parks. The absence of sidewalks has made it challenging for safe passage. The council reviewed traffic studies conducted by the police and engineering discussions about enhancing accessibility along the path. Proposals included paving the path with asphalt or stone. Concerns were raised about maintenance issues with asphalt, such as snow removal and leaf raking, while the need for a safe route for families was acknowledged. The potential use of permeable gravel to address water drainage issues was also discussed. Ultimately, the council decided that further professional exploration of viable options was necessary before any decisions could be made.
In other business, the council unanimously agreed to apply for a Spotted Lanternfly Grant, valued at $20,000 over three years. This grant, which is not a matching grant, aims to help control the invasive species. Previous experiences with the grant were mentioned, noting its increased value. The grant would extend to trapping the pest on private properties but would not cover costs for cutting down specific trees associated with the pest. Localized spraying in infested areas was an option being considered. The urgency in applying for the grant was highlighted due to a deadline moved up to September 9th, prompting immediate action to secure the funding.
The council also deliberated on updates to the borough’s salary ordinance. The proposed changes involved removing obsolete titles and adding new positions, such as a violations clerk for the municipal court. Specific adjustments included modifying the title from “part-time Deputy Court Clerk floater” to “part-time Deputy Court Clerk” and introducing a new role for a part-time Municipal Court violations clerk. These changes aimed to reflect standard living increases and ensure the borough’s staffing needs were met appropriately.
Further discussions included an ordinance amending vehicles and traffic regulations, specifically addressing parking restrictions on Pine Drive. Concerns were raised regarding the necessity of the no-parking rule, particularly during high school sporting events. The rationale was that parking on both sides of the road created challenges for vehicles making left turns at intersections. The council voted on the introduction of this ordinance, with one member abstaining, and the motion passed with a majority in favor.
The council also received updates on various municipal projects. The Cindy Lane Pump Station was nearing completion after addressing minor cosmetic damage caused by a resident. The council emphasized the importance of public awareness regarding items that should not be flushed down toilets, such as disposable wipes and feminine products, due to their negative impact on the pump system.
Progress on the basketball courts was noted, with asphalt laid down and a curing period required before painting could commence. The timeline for completion included approximately 15 days remaining in the first curing phase before painting could start.
Community initiatives and programs were also discussed. The Emerson Home Improvement program is seeking participants needing essential infrastructure repairs, such as heating systems and plumbing. The program collaborates with the affordable housing agency CGPN, and residents were encouraged to utilize available resources through the borough’s website.
The successful completion of the summer concert series was highlighted, featuring various performances throughout the summer. These events promoted healthier lifestyles by encouraging residents to socialize outdoors. Acknowledgments were given to local bands, the Department of Public Works, and the police auxiliary for their support in facilitating the concerts.
Announcements of upcoming community events included the Bergen County annual senior festival on September 12 and the Emerson Volunteer Fire Department’s annual 9/11 memorial ceremony on September 11. The Environmental Commission announced a town-wide garage sale on October 5, with application details available on the borough’s website. A food drive for Hunger Action Month was also promoted, inviting residents to donate non-perishable food items at borough hall.
