Emerson Borough Council Discusses Deer Management Grant and Traffic Signal Adjustments
- Meeting Overview:
The Emerson Borough Council addressed topics ranging from a new deer management initiative to ongoing traffic issues at a local train station. The council also covered updates on various community services and events, such as Veterans Day ceremonies and holiday preparations.
The council focused on a environmental and community safety concern: the local deer population. The borough is pursuing an $8,000 community-based deer management grant under the forest survey initiative. The funds are conditional upon conducting a drone study aimed at managing the deer population, which has become a issue for the community. The initiative reflects an effort to balance environmental preservation with public safety, addressing concerns about deer-related accidents and ecological impact.
Traffic management was another focal point of the meeting, specifically regarding the intersection near the local train station. This area has been plagued by congestion issues, particularly during peak travel times. The council reported on a recent meeting with Bergen County officials and New Jersey Transit to address these concerns. While comprehensive changes will require further involvement from the New Jersey Department of Transportation, there was positive momentum as New Jersey Transit agreed to make minor adjustments to the traffic signal. These changes are expected to improve vehicle stacking from Lynwood Avenue onto Kinderquack, potentially easing congestion. The county is tasked with exploring further solutions, though significant modifications will take more time.
Infrastructure improvements continued with updates on ADA-compliant concrete work, with milling and paving scheduled to begin shortly, weather permitting. Streets identified for these upgrades include Second Street, Hasbrook Avenue, and Wharton, among others. Residents were assured of written notifications about the upcoming work. The council also discussed bids for new doors at the senior center.
During public comments, a resident raised concerns about previously constructed ADA sidewalks that required reconstruction. Clarification was provided that the original installations did not meet ADA standards, necessitating revisions to ensure compliance with slope and landing area requirements.
The council meeting also touched upon upcoming community events and services. The Veterans Day ceremony is set for November 11th at the senior center, with a breakfast provided by the police department. The rabies clinic is scheduled for November 15th at the Department of Public Works, followed by the Christmas tree lighting on November 30th and the menorah lighting on December 17th. These events aim to foster community spirit and engagement, with residents encouraged to participate.
An emphasis was also placed on emergency preparedness, with the council highlighting the importance of the RAVE alert system for emergency notifications. Residents are urged to sign up via the borough’s website or contact the clerk’s office for assistance.
Council members extended congratulations to recently elected officials, including Councilwoman Nicole Argenzia and Councilman O’Neal Ellis, as well as Governor Mikey Cheryl. The need for bipartisan cooperation among government entities was underscored.
The council also addressed internal administrative matters, such as the introduction of new time clock and Paid Time Off (PTO) tracking software for borough employees. The chosen VCS software, already utilized by the police department, promises to streamline employee recordkeeping and scheduling. The implementation, anticipated to cost $2,750 annually, is expected to enhance efficiency across departments.
Additionally, the council reviewed amendments to the bylaws of the Emerson Volunteer Fire Department. The proposed changes, submitted by Fire Chief Tom Carlos, were part of the consent agenda and were expected to receive approval without controversy, having already secured unanimous support from the department.
