Emerson Borough Council Revokes Central Business District Redeveloper’s Designation
- Meeting Overview:
The Emerson Borough Council meeting on September 2, 2022, addressed several issues, notably the revocation of Emerson Redevelopers’ designation as the central business district’s redeveloper due to non-compliance and failure to address defaults. The council also discussed potential grants for community improvements, celebrated a local centenarian, and introduced new ordinances.
In a development, the council revoked the designation of Emerson Redevelopers as the redeveloper for the central business district. This decision was based on the redeveloper’s failure to address numerous defaults outlined in a notice sent on July 31st, which highlighted the lack of compliance and good faith efforts. The council unanimously agreed to include this decision in the consent agenda.
The council also focused on potential grant opportunities that could substantially benefit the community. A grant aimed at enhancing recreational opportunities for individuals with disabilities was discussed, with the potential to secure up to $20,000, requiring a 20% match from the municipality. The grant aligns with the Americans with Disabilities Act and seeks to improve recreational services for individuals with disabilities. Council members generally supported the grant application, considering uses such as updating playground equipment and organizing specialized events.
Another grant opportunity, the NJDC fast charger solicitation, was presented, offering up to $100,000 for the installation of electric vehicle charging stations in community settings. There was strong support for pursuing this grant, with discussions about possible locations for the chargers, particularly given the previous administration’s unrealized proposal. Additionally, the 2025 Mayor’s Wellness Campaign was introduced, providing funding for mental health initiatives with amounts ranging from $5,000 to $15,000. The Mayor expressed a desire to apply for this funding to enhance existing wellness programs within the community.
The meeting also celebrated Clara Ergo’s 100th birthday. The Mayor presented a proclamation recognizing Clara for her lifelong residency in Emerson and contributions to the community. During the celebration, Clara expressed her gratitude, stating, “I’m really shocked. I didn’t expect to be talking here today, but I just want to tell all of you how happy I am to be a resident of Emerson all my life.” The council joined in singing “Happy Birthday” to her.
In other council business, ordinance number 1708-25 was introduced, which amends a previous ordinance concerning salaries and compensation for certain borough employees for 2025. The ordinance was introduced for the first reading and passed unanimously by the council members present. This illustrates the council’s ongoing efforts to manage borough employee compensation effectively.
The council also acknowledged the borough’s collaboration with Northwest Regional to conduct substance abuse seminars and expressed interest in pursuing a grant for holistic training with a holistic healer. Plans to work with Bruno Associates to detail the specifics of the grant in committee were outlined.
An important update was provided regarding a previous project intended to alleviate congestion, which not only failed to resolve the issues but worsened them. An update on this matter is expected at the next council meeting. Additionally, the borough received $3,253 from the state’s unclaimed property program, and residents were encouraged to check for any unclaimed money they may be entitled to through the state’s website.
A series of community events were announced, including the Bergen County Senior Picnic and Emerson’s fall harvest festival. The council reminded residents of upcoming events and the importance of property maintenance with the changing weather. A presentation by the New Jersey Division of Fish and Wildlife on deer management is scheduled for the next meeting, following a recent fatal incident involving a deer in the borough.
The interim borough administrator reported on the advertisement for the borough administrator position and a deputy borough clerk administrative assistant position, both with deadlines of September 19th. Work is also underway on a comprehensive records retention and scanning program, updating personnel policy manuals, and reviewing necessary ordinance updates.
