Councilman Wilson praised the “Arrive Together” pilot program, aimed at improving police interactions with residents facing mental health issues, and acknowledged the progress made in training officers to handle such situations sensitively. However, he maintained that mutual aid, particularly the presence of officers from other areas and their equipment, must be managed in a way that does not alarm the community.
In response, a former mayor and federal prosecutor underscored the importance of mutual aid for resident safety and suggested that policy nuances could be worked out through subcommittees or leadership dialogues. The council agreed to proceed with the mutual aid agreement while seeking greater clarity on mental health response procedures.
Property maintenance and development concerns also took center stage, with a resident criticizing Ordinance 2339 for not adequately addressing the issues of vacant and abandoned properties. The council was urged to consider more comprehensive strategies to ensure property maintenance and to guard against the negative impact of corporate-owned residences and vacant storefronts on the city’s potential, including its retail and healthcare sectors.
The council discussed honoring cultural heritage and community service by discussing the recognition of Muslim Heritage Month and honoring Reverend Dr. Lester W. Taylor Jr. for his 30 years at Community Baptist Church. Other recognitions included the acceptance of a donation for the Englewood Police Department and the unanimous passing of a motion to recognize January as Black History Month.
Future initiatives and projects were also on the agenda, such as a shared service agreement for tree removal services, the Green Acres Jake Law program grant for McKay Park improvements, and plans for geese control in parks. Discussions on improving park and street infrastructure included an ongoing strategic plan with Rutgers University and considerations for a street sign improvement project.
Further administrative concerns were addressed, including the 2024 budget timeline, the need for collaboration with the school board, and details on the Teens for Peace program.
Finally, the council moved to reject all bids for brush, leaf vegetative waste removal, and tree trimming services. The appointment of members to the Board of Adjustment was tabled for future consideration.
