He explained that the company was not responsible for some foundational aspects of the project, such as the nailing of the roof deck, which complicated the inspection process. Kent admitted the oversight, stating, “I’m not sure exactly how the process has… changed,” while acknowledging the company’s transition to a centralized office in Tulsa, Oklahoma, had influenced their procedures. The board emphasized that an inspection was mandatory regardless of who performed the roofing work, focusing on compliance and safety standards.
The board’s decision to escalate the complaint mirrored their handling of another significant case involving Saul D. Spade of LM Construction and Roofing LLC. Spade, absent from both the probable cause and disciplinary hearings, faced accusations of fraud and gross negligence after failing to secure necessary permits and abandoning a construction project. The board moved to revoke Spade’s permitting privileges for five years, a decision supported by testimony from Melissa Sheay, who detailed financial hardships caused by Spade’s actions.
In another case, Dustin A. Vaughn, operating as Your Local Construction of the Emerald Coast, was scrutinized for providing an estimate for re-roofing a commercial building despite holding only a residential contractor’s license. Vaughn subcontracted the work to Condor Construction, which completed the project. However, the board questioned the legality of Vaughn’s involvement, given his licensing limitations. The hearing centered on whether Vaughn had breached regulations by engaging in commercial work, with the board setting a disciplinary hearing for May 6, 2026, to further examine these concerns.
Further complicating the board’s agenda was a complaint against Aaron Burgess of PAR Churchbuilders, Inc., involving alleged fraud and financial mismanagement in relation to a project at the First Baptist Church of Cantoment. Pastor Will Stone testified about financial discrepancies, including unpaid subcontractors and uninstalled stormwater management systems.
